Práce se po teoretické stránce věnuje právnímu vymezení problematiky havarijního plánování a pojednává o možnostech využití bezpečnostních a havarijních plánů v oblasti návrhu systému ochrany a bezpečnosti. Dále jsou popsány metody řízení rizik, analýzy a stručně jsou popsány bezpečnostní opatření zařízení a objektů, v nichž se vyskytují nebezpečné chemické látky.
