Monitoring civic engangement in public administration issues

Abstract:

Tradiční formy spolupráce občanů s aktéry veřejné správy doplňují od počátku století nové modely komunikace vedené v prostředí online medií. Bakalářská práce předkládá souhrn možností, jak sledovat míru spolupráce občanů České republiky s vedením obce při řešení vybraných problémů veřejné správy (označované anglickým termínem “citizensourcing“). Po první, teoretické části vymezující základní pojmy, následuje v druhé části analýza v České republice užívaných online nástrojů, jejichž prostřednictvím občané upozorňují na nalezené problémy ve svém okolí (nelegální skládky, nebezpečí na dopravních komunikacích nebo jiné formy překážek v užívání veřejného prostoru). Třetí část práce poskytuje přehled současné praxe při řešení problémů veřejné správy na základě pořízených rozhovorů s pracovníky obcí. V poslední, čtvrté části, jsou na základě analýzy užívaných online nástrojů a současné praxe řešení samosprávních problémů shrnuty možnosti sledování míry zapojení občanů při jejich řešení. V závěru práce nabízím rozsah výzkumných témat, která by mohla odhalit zajímavé souvislosti spojené se zapojením občanů do otázek veřejné správy.

Abstract:

From the beginning of the century, the traditional forms of cooperation between citizens and the people involved in the public administration has amended new models of communication in online media environment. The bachelor's thesis presents a summary of possibilities of monitoring the cooperation level of citizens in the Czech Republic with the municipality administration related to the solution of selected problems of public administration (citizensourcing). Firstly, there is a theoretical part defining the basic terms. It is followed by the second part presenting the analysis of the online tools used in the Czech Republic, by means of which the citizens draw the attention to the problems found in their neighborhood (illegal landfills, dangers on traffic roads, or other forms of barriers restraining the use of public space). The third part of the thesis provides an overview of the current practice of solving problems of public administration on the basis of interviews with municipal employees. Based on the analysis of the online tools usage and the current practice of solving problems of public administration, in the last, fourth part, the thesis sums up the possibilities of monitoring the level of citizen engagement in solving these problems. In the conclusion, I offer a range of research topics that might reveal interesting associations connected to the engagement of citizens in the matters of public administration.
