Sickness insurance benefits in the Czech Republic and its comparison with other foreign countries

Abstract:

Diplomová práce je zaměřena na nemocenské pojištění v porovnání s Francií a Irskem. Francie je dle webového portálu MISSOC nejštědřejší v oblasti výdajů na sociální zabezpečení, Irsko je naopak nejméně štědrou zemí. Pomocí metod deskripce, analýzy a komparace byly v teoretické části zjištěny zásadní rozdíly v systému sociálního zabezpečení i v systému nemocenského pojištění. Česká republika má léta zavedený systém nemocenského pojištění, který byl naposledy zásadně měněn v roce 2009. Nemocenské pojištění je součástí sociálního zabezpečení, které je dlouhodobě podfinancováno. Jistou inspiraci řešení podfinancování lze nalézt ve Francii i v Irsku. Francie řeší deficit státního rozpočtu výběrem příspěvku na pokrytí státního dluhu. Irsko má zaveden systém jedenácti tříd s různou výší příspěvku na sociální zabezpečení a jinou skladbou dávek nemocenského pojištění. V České republice jako jediné ze srovnávaných zemích dávky nemocenského pojištění nepodléhají zdanění. Jsou však zavedeny redukční hranice, které francouzský ani irský systém sociálního zabezpečení nezná. Praktická část poskytuje demonstraci výpočtů dávek nemocenského pojištění. Závěrem této diplomové práce bylo provedeno shrnutí všech zásadních rozdílů s důrazem na skutečnosti, které jsou vnímány pozitivně z hlediska možného řešení deficitu.

Abstract:

The diploma thesis is focused on sickness insurance in the Czech Republic in comparison to France and Ireland. According to the MISSOC website, France is the most generous in spending on social security, whereas Ireland is the least generous country in the European Union. The fundamental differences in the social security system and sickness insurance were discovered and described in the theoretical part of this thesis whilst using the methods of description, analysis and comparison. Sickness insurance was lastly fundamentally changed in 2009. Sickness insurance is a part of social security system, which has been underfunded for several years. Some inspiration for solving underfunding can be found in France and also in Ireland. France solves the state budget deficit by collecting a contribution to cover the national debt. Ireland has a system of eleven classes with different amounts of social security contributions and a different structure of sickness insurance benefits. The Czech Republic is the only country of the compared ones where sickness benefits are not taxable. However the Czech sickness insurance uses reduction limits which are unknown to the French or Irish social security system. The practical part provides demonstration of calculating sickness insurance benefits. The conclusion of this diploma thesis was to summary all the fundamental differences with emphasis on facts that are perceived positively in a possible solution of the state budget deficit.
