The importance of grants within financing the units of towns volunteer firefighting department

Abstract:

Cílem diplomové práce je posoudit na základě provedené analýzy zdrojů financování jednotek sboru dobrovolných hasičů obce a jejich využití a významu těchto jednotek při zajišťování požární ochrany na území kraje efektivitu financování jednotek sboru dobrovolných hasičů prostřednictvím dotačních programů. V rámci teoretické části práce bude zpracován přehled současného stavu způsobu zabezpečení pokrytí kraje jednotami požární ochrany a kategorizace jednotek požární ochrany dle jejich zřizovatele a operační hodnoty. Dále bude zpracován přehled dotačních programů vyhlašovaných pro podporu akceschopnosti jednotek sboru dobrovolných hasičů obce. V rámci praktické části práce bude provedena analýza zdrojů financování, způsobu využití těchto zdrojů, technického vybavení a míry využívanosti vybraných jednotek sboru dobrovolných hasičů obce. Na základě srovnání přidělovaných dotací a využívanosti jednotlivých jednotek požárních ochrany pak bude vyhodnocena efektivita financování jednotek sboru dobrovolných hasičů obce prostřednictvím dotačních programů.

Abstract:

The aim of my thesis is to assess financing of units of voluntary firefighters departments of villages and their utilization on the basis of analysis of sources, meaning of these units when providing fire protection in the territory of the region and efficiency of financing of voluntary firefighters departments through subsidy programs. Overview of current status of the way of security of coverage of the region by voluntary firefighters departments and categorization of voluntary firefighters departments according to founders and operational values will be given in the theoretical part of the thesis. Summary of subsidy programs published for support of ability to act of units of voluntary firefighters departments of villages will be listed there too. Analysis of sources of financing, ways of use of these sources, technical equipment and utilization rate of chosen units of voluntary firefighters departments of villages will be made in the practical part of my thesis. On the basis of comparison of allocated subsidies and utilization of particular units of voluntary firefighters departments, the effectiveness of financing of units of voluntary firefighters departments of villages through subsidy programs will be evaluated.
