Municipal licensing offices in the Czech Republic

Abstract:

Tématem bakalářské práce je přiblížení živnostenského podnikání a činnosti Živnostenských úřadů v České republice široké veřejnosti a v neposlední řadě stanovení počtu pracovníků živnostenských úřadů. Nejprve se autorka zmínila o charakteristice a historii živnostenského podnikání. V další části provedla analýzu vývoje živnostenských úřadů a vývoje živnostenského podnikání. Kde došla k závěru, že současná úprava živnostenského zákona navazuje svou filosofií a zásadami úpravy na živnostenské právo, které platilo před rokem 1948. Živnostenský zákon se tak v mnohém podobá živnostenskému řádu, který platil před více jak sto lety. Dále se autorka věnovala charakteristice současného stavu živnostenského podnikání a obecních živnostenských úřadů. Jejich opodstatněnosti v naší soustavě státní správy v čemž byla nápomocná SWOT analýza restrukturalizace živnostenských úřadů. Na základě sumarizačních průzkumů byl stanoven optimální počet zaměstnanců Obecních živnostenských úřadů Ústeckého kraje. Z tohoto průzkumu je zřejmé, že nynější situace je nesourodá a některé úřady jsou zcela zatíženy a jiné nevytíženy.

Abstract:

The theme of the thesis is the approach of trade and activities of trade offices in the Czech Republic to the general public and, ultimately, determine the number of trade licensing offices. First , the author mentioned about the characteristics and history of trading. In the next section analyzed the development of trade offices and the development of small businesses. Where concluded that the current regulation of trade law follows its philosophy and principles of adjustment to trade law , which applied before 1948. The Small Business Act are so many similarities with the Trade Licensing Regulations, which paid more than a hundred years ago. Furthermore , the author focused on the characteristics of the current state of trade and local trade offices . The merits of our system of government in which she was instrumental SWOT analysis of the restructuring of trade offices . On the basis of summarizing research was determining the optimum number of employees in general trade offices Ústí Region. From this survey it is clear that the current situation is heterogeneous and some offices are fully loaded and the other APs .
