Political reforms in Italy after 1990 and their impact on the political system

Abstract:

Diplomová práce se zabývá problematikou politických a zejména pak ústavních a volebních reforem, které doposud nevedly ke stabilizaci italského politického systému. Cílem této diplomové práce je přiblížit a analyzovat obsah vybraných politických reforem, nalézt mezi nimi souvislosti a zasadit je do historického kontextu. Především práce analyzuje příčiny reforem, snaží se vysvětlit jejich dopad na politický systém, a v neposlední řadě zjistit, jakou roli zaujímají vybrané reformy v reformním procesu. Konkrétně se pak práce snaží odpovědět na otázku, jaké jsou příčiny přetrvávající nutnosti reformovat politický systém a jaký dopad mají politické reformy na italský stranický a volební systém. Nejprve je v práci rozpracována teoretická reflexe reforem politických institucí. Dále je věnována pozornost základnímu legislativnímu rámci italského politického systému a současné podobě volebního a stranického systému. Empirická část práce se snaží zmapovat dlouhodobý proces pokusů o reformu a analyzovat vliv vybraných politických reforem na stranický a volební systém. Závěrem se práce snaží o komparaci jednotlivých politických reforem a o nalezení možných opakujících se vstupů a výstupů reforem.

Abstract:

The thesis deals with the issues of political and especially constitutional and electoral reforms, which have not yet led to the stabilization of the Italian political system. The aim of this thesis is to analyze the content of selected political reforms, to find connections between them and to place them in the historical context. Above all, the thesis analyzes the causes of reforms, tries to explain their impact on the political system, and to determine the role of selected reforms in the reform process. Specifically, the thesis attempts to answer the question of the reasons for the persistent need to reform the political system and the impact of the political reforms on the Italian party and electoral system. Firstly, a theoretical reflection on the reforms of political institutions is being developed. Further attention is paid to the basic legislative framework of the Italian political system and the current form of the electoral and party system. The empirical part of the thesis tries to map out the long-term process of reform attempts and to analyze the influence of selected political reforms on party and electoral systems. In conclusion, the thesis tries to compare selected political reforms and to find possible repeated inputs and outputs of reforms.
