Political systems of Malaysia and Singapore - Comparison

Abstract:

Třetí vlna dekolonizace sebou přinesla mnoho nejednoznačných politických systémů, kterými se začalo zaobírat mnoho teoretiků demokratických a nedemokratických režimů. Koncepce hybridních režimů se vyznačuje propojením demokratických a nedemokratických prvků. Každý z teoretiků těchto režimů, přichází se svou koncepcí, ze kterých je zřejmé, že se shodují pouze v základních podmínkách pro tyto politické systémy. Proto je nutné si uvědomit, že každý hybridní systém je jedinečný, a odráží se v něm několik proměnných např. síla osobnosti, tradice, historie, loajalita ke státu apod. Singapurský a malajský politický systém je charakteristický pro svou propojenost právě demokratických a nedemokratických prvků. Tyto dva státy mají mnoho shodných prvků v politických systémech, jako je dominance jednoho politického subjektu (v Singapuru se jedná o politickou stranu PAP, a v Malajsii o volební koalici BN uvnitř s nejvlivnější stranou UMNO); pravidelné, přímé a všeobecné volby; většinový volební systém; silná cenzura medií, a jak označuje oba státy Freedom House tak jsou jen částečně svobodné. Na druhou stranu, se vyznačují oba případy i odlišnými prvky, a to zejména ve státním zřízení, v případě Singapuru je to republika a v případě Malajsie se jedná o konstituční monarchii. Rozdílné je státní uspořádání obou států, Singapur se řadí mezi mikrostáty a je unitárním státem. Ale Malajsie je federace, která se rozkládá do dvou hlavních částí, a dělí se na 13 států (ty mají částečnou autonomii) a 3 federativní jednotky. Státní zřízení a administrativní dělení obou států se odráží do celého politického systému. V případě Singapuru je jednokomorový parlament, a Malajsie má dvoukomorový parlament, a ještě se zde vyskytují parlamenty jednotlivých federativních států. I přes tyto rozdíly, vykazuje Singapur s Malajsií mnoho stejných prvků v systému a celkově se oba tyto státy řadí do hybridních režimů.

Abstract:

The third wave of democratization brought many ambiguous political systems, which began to entertain many theorists of democratic and undemocratic regimes. The hybrid regime concept is characterized by connection of democratic and undemocratic elements. Every theorist comes up with his own concept from which is obvious to be consisted with only the basic conditions of these political systems. We have to realize that every hybrid system is unique and reflects a number of quantities, for example personality strenght, tradition, history, loyalty to the state, etc. Singaporean and Malaysian political systems are characterized by their ability to mix democratic and undemocratic components. These two countries have a lot of identical elements in their political systems. There are regular, direct and general election, a dominance of one political subject, majority electoral system, strong media censorship and as The Freedom House said, there are just a partial freedom. On the other hand, there are several differences between these two states, especially in the state system. While Singapur is a republic, Malaysia is a constitutional monarchy. However, the main difference is the size of the countries. Singapore is a unitary state and is falls into microstates, whereas Malaysia is a federation , which spreads into two main parts; It is divided into 13 states (which have partial autonomy) and three federal units. The size and the other administrative devisions of the two countries are reflected in the political system. In Singapur there is an unicameral parliament, meanwhile in Malaysia there is a bicameral parliament and, what else, every federal state there has an own parliament as well. Thought there are a lot of differences, Singapur and Malaysia have many similar elements in their systems and both of them are classified as hybrid regimes.
