The organisational culture of the Czech Social Security Administration

Abstract:

Tato práce se zabývá organizační kulturou největší finančně správní instituce České republiky, České správy sociálního zabezpečení, která má dominantní postavení v oblasti sociálního zabezpečení. V souvislosti se změnou nemocenského zákona a zejména s důchodovou reformou je třeba zajistit dostatečnou flexibilitu v přijímání změn a opatření. Vzhledem k velikosti této instituce, objemu zpracovávaných dat a objemu finančních prostředků, se kterými hospodaří, je nutno zajistit její efektivní fungování. To je do značné míry podmíněno právě organizační kulturou. V práci jsou postiženy základní prvky organizační kultury České správy sociálního zabezpečení, způsob řízení organizace, její organizační struktura, síla organizační kultury apod. Česká správa sociálního zabezpečení je typickým příkladem učící se organizace s relativně silnou organizační kulturou. Má tedy dobré předpoklady pro efektivní fungování při plnění zákonem svěřených úkolů.

Abstract:

This thesis is dealing with the organisational culture of The Czech Social Security Administration - the largest financial administration body within the Czech Republic which takes the leading role in the sphere of social security. In the context of the health law change and the pension reform in particular it is essential to ensure the sufficient flexibility while adopting changes and taking necessary measures. With respect to the largeness of this institution, volume of processed data, and extent of administered funds it is imperative to keep it in operation effectively. To a certain extent, it is conditioned exactly by the organisational culture. Primary elements of the organisational culture of The Czech Social Security Administration, the way of the organization management, its organisational structure, the power of the organisational culture etc. are all included in the thesis. The Czech Social Security Administration is a classic example of a learning organisation with relatively strong organisational culture. Therefore, it has the propitious projections to work effectively and meet the assignments pursuant to the law.
