The impact of the covid-19 pandemic on tax revenues in the Czech Republic

Abstract:

Diplomová práce se zabývá analýzou vlivu pandemie covid-19 na daňové výnosy v České republice. Hlavním cílem práce je prostřednictvím kvantitativních údajů o daňových výnosech a pomocí statistických metod analyzovat a zhodnotit, jak se změnily daňové výnosy v souvislosti s pandemií covid-19. Jako dílčí cíl je v práci stanoveno porovnání strukturálních zlomů, z nichž jeden se vyskytl v roce 2020 v důsledku pandemie a druhý v roce 2008 po světové finanční krizi. V první části jsou metodou literární rešerše shrnuty poznatky na téma pandemie a opatření, která omezovala ekonomickou činnost subjektů v České republice. Klíčovými z nich byla zavedení nouzového stavu, omezení provozu některých zařízení a zrušení řady událostí a akcí. Na zotavení ekonomiky byl aplikován liberační daňový balíček a další finanční nástroje pro podnikatele. Ve druhé části jsou zkoumány dopady pandemie covid-19 na daňové výnosy, a to hlavně kvantifikací strukturálního zlomu ve vývoji inkasa daní. Dále je také provedeno testování strukturálního zlomu ve dvou vybraných letech, tj. 2020 a 2008, a jejich následná komparace.

Abstract:

Diploma thesis deals with the analysis of the impact of the covid-19 pandemic on tax revenues in the Czech Republic. The main objective of the work is to analyse and evaluate, how tax revenues have changed in connection with the covid-19 pandemic through quantitative data on tax revenues and using statistical methods. As a sub-objective, the work sets out a comparison of structural breaks, one of which occurred in 2020 due to the pandemic, and the other was observed in 2008 after the global financial crisis. In the first part, the knowledge on the topic of the pandemic and the measures that limited the economic activity of subjects in the Czech Republic are summarized by the method of literary research. The key ones were the introduction of an emergency state, the restriction of the operation of some facilities and the cancellation of a number of events. The liberalization tax package and other financial instruments for entrepreneurs were applied to the recovery of the economy. In the second part, the effects of the covid-19 pandemic on tax revenues are examined, mainly by quantifying the structural break in the development of tax collection. In addition, structural fracture testing is also carried out in two selected years, i.e., 2020 and 2008. At the end of the work, an additional interpretation of the results is added.
