Activities of crisis management authorities in the Pardubice region during the Covid-19 pandemic

Abstract:

Tato bakalářská práce je deskriptivní případovou studií, která zodpovídá na výzkumnou otázku: "Jakým způsobem se hejtmanovi Pardubického kraje podařilo ochránit životy a zdraví obyvatel kraje během pandemie Covid-19 v roce 2021?" Hejtman zajistil ochranu života a zdraví občanů tím, že zajistil chod zdravotnického systému, (nemocnice, ordinace, zdravotnická záchranná služba), aby nedošlo k jeho zahlcení. Ačkoli nemohl postupovat podle Pandemického plánu (nebyl přes deset aktualizován), dokázal to tím, že koordinoval činnost 162 478 osob zaměstnaných ve veřejném sektoru, kteří tvořili přes jednu třetinu celkového počtu obyvatel (522 856) v Pardubickém kraji.

Abstract:

This bachelor thesis is a descriptive case study that answers the research question: "How did the head of the Pardubice region managed to protect the lives and health of the region's inhabitants during the Covid-19 pandemic in 2021?" The head of the region ensured the protection of the life and health of citizens by ensuring the operation of the health care system (hospitals, surgeries, emergency medical services) so that it would not be overwhelmed. Although he was unable to follow the Pandemic Plan (no more than ten were updated), he did so by coordinating the activities of 162,478 people employed in the public sector, who made up over one third of the total population (522,856) in the Pardubice Region.
