Public Defender of Rights in the Czech Republic and his activity

Abstract:

Bakalářská práce pojednává o veřejném ochránci práv v České republice. První část vymezuje pojem ombudsman, uvádí typy instituce ombudsmana, rozličné názvy a historický vznik a vývoj, včetně vzniku instituce v České republice. Druhá část vymezuje ombudsmana podle zákona č. 349/1999 Sb., o Veřejném ochránci práv, tedy jeho působnost, činnost a veřejného ochránce práv coby veřejnou funkci. Zmíněná je také problematika financování a hospodaření Kanceláře veřejného ochránce práv. Cílem této bakalářské práce je zhodnotit činnost veřejného ochránce práv v České republice. Poslední část obsahuje šest praktických případů řešených veřejným ochráncem práv a statistické údaje o jeho činnosti za vybrané období, a to od roku 2014 do roku 2019. V závěru poslední části je zhodnocena činnost veřejného ochránce práv v České republice.

Abstract:

The bachelor thesis deals with the Public Defender of Rights in the Czech Republic. The first part defines the term ombudsman, different types of ombudsman institution, various names and historical origin and development, including the establishment of the institution in the Czech Republic. The second part defines the ombudsman according to Act No. 349/1999 Coll., On the Public Defender of Rights, i.e. his competence, activities, and the Public Defender of Rights as a public function. The issues of financing and management of the Office of the Public Defender of Rights are also mentioned. The aim of this bachelor thesis is to evaluate the activities of the Public Defender of Rights in the Czech Republic. The last part contains six representative practical cases solved by the Ombudsman and statistical data about his activities for a selected period, from 2014 to 2019. At the end of the last part, the activities of the Public Defender of Rights in the Czech Republic are evaluated.
