The Kyoto Protokol and its Influence on the European Union Environmental Policy

Abstract:

Práce se věnuje tématu Kjótského protokolu a jeho vlivu na Evropskou unii. Evropská společenství/Evropská unie posílila díky tomuto dokumentu svou roli globálního aktéra v politice životního prostředí (PŽP) a provedla změny ve Společné environmentální politice. Autorka v textu přibližuje roli ES/EU v mezinárodní PŽP. Konkrétněji se věnuje období od konference v Kjótu v roce 1997 do poloviny roku 2008, přičemž pracuje i s novými záměry EU pro postkjótské období po roce 2012. Rok 2020 představuje klíčový mezník v globální PŽP, kdy při zachování současné tendence znečišťování životního prostředí a produkce skleníkových plynů, dojde podle odborníků v roce 2020 k nezvratné změně klimatu. V práci byla stanovena následující hypotéza: Evropská unie se chopila příležitosti započaté v Kjótském protokolu, aby upevnila své vedoucí postavení v mezinárodní politice ochrany klimatu. Spojené státy odmítly ratifikovat Kjótský protokol, a tím se otevřel větší prostor pro účinkování Evropské unie. EU je v současnosti mocností v zelené ekonomice a ekoprůmyslu. Evropské podniky vyplnily mezeru na světovém trhu a z této výhody těží. EU hodlá tohoto pozitivního trendu využít ke zlepšení svého ekonomického postavení a dosažení energetické nezávislosti. EU připravuje po kjótském období další vnitropolitické reformy s cílem důsledné ochrany životního prostředí spojené s ekonomickým růstem

Abstract:

The main task of the Master's thesis is to cover the Kyoto Protocol and its influence on the European Union. Due to the Kyoto Protocol the European Community/European Union has strengthened its role as a global leader of the environmental policy and made changes in the Common Environemntal Policy. The autor describes the EC/EU role in the international environemental policy. She pays attention to the period between the Kyoto conference in 1997 and half of the year of 2008. The author also deals with EU's new intentions determined for the post-Kyoto period after 2012. A year of 2020 represents a milestone of the global environmental policy. According to experts, the continuing tendency of air pollution and growing greenhouse gases production will lead to an irreversible climate change. The autor set following hypothesis: The European Union has seized the oportunity given by the Kyoto Protocol to consolidate its leading position as a leader of the international environmental policy. As the United States refused to ratify the Kyoto Protocol the European Union got the chance to extend its own role. Currently, the EU acts as a power of the {\clq}qgreen`` economy and trade. The European companies have fulfilled the gap of the market and taken advantage of it. The EU intends to use this positive trend to improve its economic position and achieve energy independence. Another reforms of the European Union institutions are to come in the post-Kyoto period in order to accomplish a consistent protection of the environment together with a sustainable growth
