The Obama administration's policy of strategic patience toward North Korea

Abstract:

The bachelor thesis focuses on US policy of strategic patience toward North Korea during two presidential terms of Barack Obama (2009–2016). The thesis begins by looking at the overall context in which the policy emerged, describes the policy as such and what followed after its implementation. The thesis outlines the development of relations between the United States and North Korea, points out to different approaches of Obama’s predecessors, and subsequently explains what prompted the Obama administration to choose strategic patience as an official foreign policy strategy. A separate chapter is devoted to policy objectives and instruments that are identified through qualitative analysis of strategic documents of the Obama administration. The analytical part of the work gives emphasis to the current situation on the Korean Peninsula and asks if the Obama administration managed to meet the defined policy goals. The aim is to provide a complete view of how the policy worked and what the causes of its failure were. By drawing attention to the possible reasons behind the failure, problematic areas of the policy as well as the challenges the US has to face when trying to solve the issue of North Korea are identified.

Abstract:

Bakalárska práca sa zaoberá americkou politikou strategického vyčkávania voči Severnej Kórei počas dvoch prezidentských období Baracka Obamu (2009–2016). Náplňou prvej časti práce je zohľadnenie celkového kontextu, v ktorom politika vznikala, a popis samotnej politiky a vývoja, ktorý po jej implementácii nasledoval. Práca načrtáva celkový vývoj vzťahov medzi USA a KĽDR, poukázuje na rozličné prístupy Obamových predchodcov a následne objasňuje čo podnietilo Obamovu administratívu k zvoleniu konkrétnej stratégie a z čoho pri jej formulovaní vychádzala. Samostatná kapitola je venovaná cieľom a nástrojom politiky, ktoré su identifikované prostredníctvom kvalitatívnej analýzy strategických dokumentov Obamovej aministratívy. Analytická časť práce sa zameriava na súčasnú situáciu na Kórejskom polostrove a pýta sa ako sa Obamovej administratíve podarilo naplniť vytýčené ciele, ktoré si pri formulácii politiky stanovila. Cieľom je vytvoriť celkový obraz o tom ako politika fungovala a čo bolo dôvodom jej zlyhania. Poukázaním na príčiny neúspechu sú identifikované problémové oblasti a výzvy, ktorým musia Spojené štáty pri riešení severokórejskej otázky čeliť.
