Abstract:

Diplomová práca sa v rámci témy odpadového hospodárstva zameriava na konkrétny motivačný systém vyvinutý pre obce. Tento systém nakladania s odpadmi je založený na adresnom narábaní s odpadom do-mácností. Systém je ponúkaný obciam vo forme služby a jeho podstata je motivovať zapojených občanom k zodpovednejšiemu a ekologickej-šie uvedomelejšiemu správaniu, dôslednejšiemu triedenie odpadov a predchádzaniu tvorbe komunálneho odpadu. Za to sú motivačným systémom odmeňovaní bodmi, či bonusmi, na základe ktorých dostanú domácnosti zľavu z poplatku za odpad, ktorý platia obci na ročnej báze. Práca popisuje 10 rokov vývoja motivačného systému v odpadovom hospodárstve obcí v Mikulovskom regióne. Prostredníctvom rozhovo-rov so zástupcami zapojených obcí a prevádzkovateľom systému iden-tifikujem v práci vývoj v jeho fungovaní a problémy, ktoré počas jeho fungovania obce alebo užívatelia zažili. V práci je kombináciou kvalita-tívnych a kvantitatívnych dát skúmaná hypotéza: Zavedenie motivač-ného systému v odpadovom hospodárstve nemá ekonomický dopad na rozpočet obce, avšak má vplyv na vyprodukovaný komunálny odpad na obyvateľa, takže má celkovo pozitívny environmentálny vplyv na obec.

Abstract:

The diploma thesis focuses on a specific incentive system developed for municipalities within the topic of waste management. This waste management system is based on targeted household waste manage-ment. The system is offered to municipalities in the form of a service and its essence is to motivate the involved citizens to more responsible and environmentally conscious behaviour, mainly by more responsible waste sorting and prevention of municipal waste generation. In return, the incentive system rewards them with ECO points or bonuses, on the basis of which households receive a discount on the waste fee they pay to the municipality on an annual basis. The work describes 10 years of development of the incentive system in municipal waste management in the Mikulov region. Through inter-views with the representatives of the involved municipalities and the system administrator, I identify in my work the development in its functioning and the problems that the municipality or users experi-enced during its functioning. The hypothesis set in the thesis is tested by a combination of qualitative and quantitative data and is set as follows: The introduction of an incentive system in waste management does not have an economic impact on the municipal budget, but has an impact on the municipal waste produced per capita, so it has an overall positive environmental impact on the municipality.
