Vitality of the rural settlement - development, chances, problems, solutions. Case study of the Tisá municipality.

Abstract:

Předkládaná práce je zaměřená na aktuální téma v geografickém výzkumu, jímž je rozvoj venkova a s ním spojena lokální, případně regionální východiska pro stabilní, konkurenceschopný a aktivní rozvoj malých venkovských sídel. Na modelovém příkladu obce Tisá (okres Ústí nad Labem) je poukázáno na jedné straně především na to, jaká specifická pozitiva je třeba konkrétně prezentovat a posilovat, a na druhé straně na lokálně vnímaná negativa, která je třeba odstranit, nebo alespoň omezit jejich vliv. Neméně důležitou součástí při identifikaci hlavních rozvojových trendů a možností obce aplikovat navržená opatření je soulad se strategickými a rozvojovými dokumenty vyšší úrovně, a zapojení jak územní (regionální, lokální) samosprávy, zdejších aktérů, tak samozřejmě i místního obyvatelstva (komunity), které vytváří právě onu aktivní a živou složku při plánování a udržení životaschopného stavu obce (především jde o sociální soudržnost, identitu a pocit sounáležitosti s místem). V případě obce Tisá bylo hodnoceno a aplikováno několik základních charakteristik, z nichž byl sestaven závěrečný syntetický návrh pro konkurenceschopný a udržitelný rozvoj obce, který operuje se sociálním, environmentálním i ekonomickým pilířem, a zohledňuje výše uvedená specifická pozitiva, která bezesporu více než výrazně ovlivňují využití potenciálu zájmového území.

Abstract:

Presented work deals with the actual theme in the geographic research: development of the rural areas, and connected local, alternatively regional, starting points for stable, competitive and active development of small rural settlements. On the study area (the Tisá municipality, Ústí nad Labem district, Czechia) are shown: (1) specifics and positive features, which have to be presented and make them stronger, and (2) localy perceived negatives, which should be removed or their impact should be weaken. Next important component in the process of identification of the main development trends and possibilities how to apply suggested measures, is the accordance with the strategic and developing documents on the higher degree, and also cooperation with the territorial (regional, local) self-government, local players, and local inhabitants (community) as well. Local community is making the active and alive layer in the process of planning and keeping the village vital (primarily it deals with social cohesiveness, identity and the sense of belonging with the place. In case of the Tisá municipality it was evaluated and applied several basic characteristics. From these characteristics was formed the final synthetic suggestion for competitive and sustainable development of the village. This suggestion works with the social, environmental and economic pillar, and takes into consideration the important specifics mentioned above. These specifics have very significant influence on the potential use in the study area.
