Basel III and its impact on the Czech and Slovak banking sector

Abstract:

Tato diplomová práce se zaměřuje na porovnání bankovních sektorů Česka a Slovenska z hlediska jejich regulace v kontextu vyplývajícího z Basel III. Hlavní pozornost při analýze jednotlivých sektorů je zaměřena na řízení likvidity, ale není opomíjena ani kapitálová přiměřenost vazba jedné veličiny na druhou. Práce vykresluje historický vývoj obou zkoumaných sektorů, aby byl pochopen celkový rámec jejich připravenosti na implementaci nové regulatorní legislativy. Likvidní ukazatele LCR a NSFR jsou rozebrány i pomocí dalších přidružených ukazatelů a struktury bankovních bilancí sektorů. Z analýzy vyšlo najevo, že oba sektory byly připraveny na implementaci nových regulací, tudíž se u nich nevyskytly žádné markantní problémy. Česká republika vykazuje ve všech zkoumaných oblastech velmi dobré hodnoty a nemusela proto přistoupit k nějakým radikálním změnám. Slovensko, jež vykazuje také poměrně dobré hodnoty, se v posledních pár letech uchýlilo k restrukturalizaci bilanční sumy, aby zamezilo budoucímu potenciálnímu negativnímu vývoji NSFR, ačkoliv je jeho míra zatím více než dostačující.

Abstract:

This thesis focuses on the comparison of the banking sectors of the Czech Republic and Slovakia in terms of their regulation in the context resulting from Basel III. The main attention in the analysis of individual sectors is focused on liquidity management, but capital adequacy, the link of one quantity to another, is not neglected either. The work depicts the historical development of both investigated sectors in order to understand the overall framework of their readiness for the implementation of new regulatory legislation. Liquidity indicators LCR and NSFR are also analyzed using other associated indicators and the structure of bank balance sheets of the sectors. The analysis revealed that both sectors were prepared for the implementation of the new regulations, so they did not experience any significant problems. The Czech Republic shows very good values in all the examined areas and therefore did not have to make any radical changes. Slovakia, which also shows relatively good values, has resorted to restructuring the balance sheet in the last few years in order to avoid a potential negative development of the NSFR in the future, although its level is still more than sufficient.
