Peace operations as an instrument of conflict resolution: United Nations Assistence Mission for Rwanda

Abstract:

Bakalářská práce se zabývá možnostmi nasazení mírových vojsk při řešení konfliktů v mezinárodních vztazích. Zaměřuje se především na aktivity OSN jakožto nejvýznamnější globální organizace zajišťující udržení světového míru. Práce je rozdělena do tří kapitol. První kapitola se zabývá problematikou konfliktů v mezinárodních vztazích. Druhá kapitola se věnuje jednotlivým možnostem využití mírových vojsk při konfliktech definovaných v první kapitole. Nejvýznamnější částí práce je třetí kapitola, která analyzuje využití mírových vojsk v praxi, konkrétně Pomocnou misi OSN pro Rwandu (UNAMIR). Zásah OSN ve Rwandě je obecně považován za jedno z největších selhání OSN při řešení konfliktů. Práce se na základě analýzy bližších historických souvislostí a jednotlivých rozhodnutí příslušných orgánů OSN týkajících se řešení rwandského konfliktu zaměřuje na to, co zapříčinilo selhání této mírové operace.

Abstract:

The Bachelor thesis deals with the possibilities of deploying peace troops within the realm of conflict resolution in international relations. It primarily focuses on activities of UN which is considered to be the most important global organization ensuring maintenance of the world peace. The thesis is divided into three chapters. The objective of the first chapter is to describe to the reader an issue of conflicts in international relations. The second chapter pursues the particular possibilities of deployment of peace troops within conflicts defined in the first chapter. The most important part of the thesis is the third chapter, which analyzes the deployment of peace troops in practice, specifically the United Nations Assistance Mission for Rwanda (UNAMIR). Intervention of the UN in Rwanda is generally considered as one of the biggest failures of the UN in conflict resolution. The objective of the thesis is to find out the reasons for the failure of the peace operation in Rwanda using both the historical context and the UN responsible authorities' decisions analyses.
