Abstract:

Politické změny, které nastaly na sklonku dvacátého století v zemích střední a východní Evropy, zasáhly do mnoha oblastí života společnosti. Je zcela logické, že se nevyhnuly ani systému a činnosti veřejné správy. Ačkoliv se správa věcí veřejných v řadě zemí liší (souvisí to s územním uspořádáním, tradicemi apod.), nacházíme zde přesto některé společné znaky provázející tyto změny. Reforma veřejné správy v evropských zemích se opírá především o principy decentralizace, dekoncentrace, subsidiarity a demokratizace. Poslední z uvedených přístupů vychází pochopitelně z demokratických voleb do zastupitelských sborů veřejné správy. Na úrovni územní samosprávy (obecní i krajské) je to navíc možnost zapojení občanů do práce výborů a komisí. Vytváření a činnost těchto subjektů je dána zákonem, který umožňuje doplnit komunální politiky a úředníky správy o odborníky z veřejnosti. Autor této bakalářské práce se zaměřuje na činnost výborů a komisí ve statutárním městě Ústí nad Labem. Analyzuje jednotlivé orgány zastupitelstva a rady města. Zamýšlí se nad jejich strukturou, vztahem k jednotlivým orgánům města, kompetencemi a úkoly. Zároveň si klade otázku, zda je současný systém výborů a komisí pro rozvoj města efektivní a zda je touto cestou skutečně naplňován princip demokratizace veřejné správy.

Abstract:

Political changes, which appeared towards the close of 20. century in the countries of the middle and east Europe, hit many areas of the society life. It is very logical that these changes didn´t avoid the system and activities of public administration as well. Although public administration differs from country to country (it is connected with territorial system, traditions etc.), we still find here many common attributes accompanied by these changes. The reformation of public administration in European countries is based on the principles of decentralization, deconcentration, subsidiarity and democratization. The last named approach is clearly based on democratic elections of representative corps of public administration. On the local level of territorial administration (municipal and regional), there is also the possibility of involving the citizens in the activities of various committees and commissions. Forming of these subject and their activities are given by the law which enables to supplement local politicians and officials with the experts from the public. The author of this bachelor´s work focuses on the activities of commissions and committees in the Statutory city of Ústí nad Labem. He analyses various bodies of local authority and of the city council. He reflects their structure, their relation to other city authorities, their authorization and tasks. At the same time he considers, whether is the actual system of committees and commissions effective and whether is the principal of public administration democratization really carried out down that road.
