Secondary prevention for people threatenad by over-indebtedness in debt counselig

Abstract:

Cílem práce je zjistit do jaké míry je pomoc poskytovaná klientům dluhového poradenství účinná a zda naplňuje charakteristiky sekundární prevence. Teoretická část práce je věnována vymezení následujících pojmů: předlužení, lidé ohrožení předlužením a klienti dluhových poraden. Dále jsou popsány obecné charakteristiky poradenství a charakteristiky dluhového poradenství s důrazem na aktuální pojetí cíle, způsobu posouzení, pojetí problému a způsobu působení tohoto druhu pomoci. V závěrečné kapitole teoretické části jsou uvedeny charakteristiky sekundární prevence. Pro výzkumnou část byla zvolena kvalitativní výzkumná strategie a techniky sběru dat: polostrukturovaný rozhovor a nezúčastněné pozorování. Výzkumný vzorek tvořily čtyři poradkyně z vybrané organizace. Pomocí výzkumu byly nalezeny odpovědi na dílčí výzkumné otázky. V empirické části práce jsou doloženy výsledky šetření, jež ukazují, že k naplnění charakteristik sekundární prevence došlo zejména v dílčích principech pojetí cílů a způsobu působení. Nenaplňují je při způsobu posouzení, zejména v principech pátrání po faktorech vzniku dluhu a minulých zkušenostech s dluhy. Zjištěné poznatky slouží jako podklad k formulaci doporučení pro praxi občanských poraden.

Abstract:

The aim of this thesis is to determine how effective is the assistance provided to the clients of debt counseling and whether it fulfils the characteristics of secondary prevention. The theoretic part is dedicated to the definition of the following terms: over-indebtedness, people threatened by over-indebtedness, debt counselors’ clients. Subsequently, the general characteristics of counseling and the specifics of debt counseling are described, emphasizing the current approach, manner of assessment, interpretation of the problem and the ways of application of this kind of assistance. The final chapter of the theoretical part presents the characteristics of secondary prevention. For the research part, the qualitative research strategy was chosen, using semi-structured interview and non-participatory observation as data collection technique. The research sample consisted of four counselors from a selected organization. The answers to partial research questions were found through research. The empirical part of the thesis documents the results of the inquiry, which show that the characteristics of secondary prevention were fulfilled mainly in partial principles of aim conception and the ways of application. They are not fulfilled in the manners of assessment, particularly in the principles of searching for the factors of creation of the debts and past experience with debts. The discovered findings serve as basis for formulation of practical recommendations for civil assistance centers.
