Abstract:

Diplomová práce zkoumá míru a efekty využití moderních IT technologií v oblasti správy daní ve světě a v České republice. Mezi zkoumané technologie patří například umělá inteligence, strojové učení, systémy analyzující velká data nebo low-code platformy. Vybrané moderní IT technologie jsou popsány napřed obecně; následná analýza je zaměřena prvně na využití těchto technologií ve světě, poté je prozkoumána situace v České republice. Závěrečné srovnání ukazuje, že výše zmíněné technologie s úspěchem a pozitivními efekty využívají jak rozvinuté země, tak i ty rozvojové. Česká republika naopak v této oblasti velmi zaostává a problémem se ukazuje být nejenom zanedbanost IT infrastruktury jako taková, ale i zákony, které by případné možnosti implementace některých moderních IT technologií bránily. V práci je na základě výsledků ze zahraničí doporučeno několik postupů, kterými by bylo možné se v budoucnu vydat s cílem situaci zlepšit.

Abstract:

The thesis examines the extent and effects of use of modern IT technologies in the field of tax administration, both in the world and in Czech republic. The researched IT technolgies include for example artificial intelligence, machine learning, big data analysis systems or low-code platforms. Selected modern IT technologies are described first in general, and the subsequent analysis is focused firstly on the use of these technologies in the world, then the situation in the Czech Republic is examined. The final comparison shows that the above-mentioned technologies are used with success and positive effects by both developed and developing countries. Czech Republic, on the other hand, lags far behind in this area and the problem is not only the neglect of the IT infrastructure as such, but also the laws that would prevent possible implementation of some modern IT technologies. Based on the results from abroad, several solutions, that could be used in the future to improve the situation, are recommended.
