Analysis of the gender equality policies of the Slovak Republic

Abstract:

The aim of this thesis is to analyze governmental documents of Slovac Republic – National strategy for gender equality for years 2009 – 2013 and Natial action plan for gender equality for years 2010 – 2013 specifically – from the gender point of view. In the thesis, the notion gender equality is being analyed according to the theory of Judith Squires, who defines three types of gender equality – Equality, Difference and Diversity. Each of the named approaches to gender eqality is undermined by different gender assumptions, sees the core of the problems in differenc places and proposes the solutions accordingly. In the thesis I focus on definitions of masculinity, femininity and gender as problems´ assumptions and on problematisations themselves through the optics of Carole Bacchi, who emphasises, that documents create the problems, instead of solving them. The centre of thesis is the analysis of problematisations summarised in each operational goal of National action plano for gender equality for years 2010 – 2013 as a realisational document for National strategy for gender equality for years 2009 – 2013 and of their concrete activities. The analysis of problamtisations together with implicit presumtions about masculinity, femininity and gender allows to analyse the documents with regard to presented approaches to the notion gender equality, accroding to Squires. In conclusion I summarise the key characteristics of the approach as well as it´s consequences, both positive and negative, as for example reinforcement or dismantlig of gender stereotypes.

Abstract:

Cieľom bakalárskej práce je rodovo analyzovať pojem rodovej rovnosti, ako cieľa vládnych dokumentov Slovenskej Republiky – konkrétne Národnej stratégie rodovej rovnosti na roky 2009 – 2013 a Národného akčného plánu rodovej rovnosti na roky 2010 – 2013. Práca analyzuje rodovú rovnosť pomocou teórie od Judith Squires, ktorá definuje jej tri typy – Rovnosť, Diferenciu a Diverzitu. Každý z uvedených prístupov je založený na iných rodových predpokladoch, vidí jadro problému na rozličných miestach a rieši ich vzhľadom na ne. V práci sa zameriavam na definície mužstva, ženstva a rodu ako predpokladov problémov a na samotnú problematizáciu optikou Carole Bacchi, ktorá upozorňuje, že dokumenty politické problémy neriešia ale tvoria. Ťažisko práce tvorí analýza problematizácií zhrnutých v jednotlivých operačných cieľoch Národného akčného plánu rodovej rovnosti na roky 2010 – 2013 ako realizačného dokumentu Národnej stratégie rodovej rovnosti na roky 2009 - 2013 a ich konkrétnych aktivít. Analýza problematizácií spolu s implicitnými predpokladmi vzťahujúcich sa k mužstvu, ženstvu a rodu tak umožňuje v záverečnej časti analýzu dokumentami prezentovanej rodovej rovnosti a prístupu v nej podľa Squires. V závere zhrniem základné charakteristiky prístupu, ako aj jeho konsekvencie, či už pozitívne alebo negatívne, ako napríklad nabúravanie či upevňovanie stereotypov.
