Abstract:

Cílem této magisterské práce je zkoumat relevanci Katalogu ukazatelů budoucích konfliktů Světové banky. Výzkum bude prováděn na pozadí konfliktů na Balkáně v devadesátých letech. V poslední době je kladen velký důraz na včasné předcházení vypuknutí násilí, to ale vyžaduje schopnost mezinárodního společenství rozpoznat situaci, kdy by mohlo k eskalaci konfliktu a vypuknutí násilí dojít. Za tímto účelem je budován tzv. systém včasného varování. Ten je ale doposud ve stádiu zrodu a nemá přesně zakotvenou institucionální ani procedurální podobu.

Abstract:

The aim of this thesis is to analyze the relevance of the Catalog of Indicators of the Future Conflicts of the World Bank. The research will be carried out on the background of the region of Balkan in the 90th of 20th century. In the near past there was very big emphasis given to the prevention of the conflicts. That needs the abillity of international community to recognize the situation, when the escalation of the conflict could happen. This is the main reason to build up the system of early warning. It is in the early stage and still has not the strong institucional or procedural shape.
