EU parliamentary debates about irregular migration in the eighth term: Persistent “pro-immigrant” discourse

Abstract:

Zvýšená neregulérní migrace v roce 2015 odhalila nefunkčnost společného evropského azylového systému (CEAS), rozdíly mezi členskými státy a rozdílné přístupy k neregulérní migraci. Celkově se reakce Evropské unie (EU) na tento proces ubírala restriktivním a sekuritizačním směrem s cílem posílit „pevnost Evropu“. Tento sekuritizační diskurz však neprosazovaly všechny členské státy a instituce EU ve stejné míře a stejným způsobem. Evropský parlament (EP) patří k institucím, které v minulosti vystupovaly proti restriktivnímu postoji Rady. Tato skutečnost vyvolává očekávání, zda EP pokračoval v kritice restriktivních postojů členských států v krizovém roce 2015, který otřásl samotnými základy EU. V této práci, složené ze tří opublikovaných článků, zkoumám diskurz o neregulérní migraci v debatách na plénu EP. Cílem je prozkoumat strukturální determinanty „pro-imigračního“ a „proti-imigračního“ diskurzu a prozkoumat, jak je tento diskurz legitimizován poslanci Evropského parlamentu (EP) a dalšími řečníky v plenárních debatách EP. Tato práce přispívá k pochopení celkového diskurzu o této problematice na nadnárodní úrovni a poskytuje evidenci o distanci mezi poslanci EP a občany EU.

Abstract:

Increased irregular migration in 2015 revealed the dysfunctionality of the Common European Asylum System (CEAS), the differences amongst Member States, and divergent approaches to irregular migration. Overall, the European Union’s (EU) response to this process has taken a restrictive and securitising direction, to strengthen the so-called “Fortress Europe.” However, the securitised discourse has not been proposed by all Member States and EU institutions at the same level. The European Parliament (EP) is amongst the institutions that have historically opposed a restrictive Council. This fact raises expectations about whether the EP had continued to criticize the restrictive positions of Member States in the 2015 “crisis” that shook the very foundations of the EU. In this article-based thesis, I examine the discourse on irregular migration that has emerged in EP plenary debates. The aim is to explore the structural determinants of “pro-immigration” and “anti-immigration” discourse and to examine how this discourse is legitimised by members of the European Parliament (MEPs) and other EU speakers in EP plenary debates. This work contributes to understanding the overall discourse on this issue at the transnational level and provides evidence of the distance between MEPs and EU citizens.
