Issues of private savings in the Czech Republic security in pension, with emphasis on government intervention in the life insurance and pension insurance, period 2013 - 2015

Abstract:

Bakalářská práce se zaměřuje na zhodnocení vlivu státních zásahů na spoření občanů ČR do důchodu, tedy na odlehčení schodku důchodového systému. Průběžný systém financování je dlouhodobě neudržitelný, stát se tedy snaží spotřebitele více motivovat ke spoření pomocí navyšování státní podpory, a také k větší zodpovědnosti skrze sankciování předčasných výběrů. Likvidita je pro občany ale natolik důležitá, že nadále spoří skrze nevýnosné penzijní připojištění, než aby využili dynamičtějších strategií doplňkového penzijního spoření. Ne vždy však musí předčasný výběr uškodit. Informační asymetrie způsobuje, že si spotřebitelé spoří neefektivně. Srovnání několika typů spořících produktů prokazuje, že některé státem podporované produkty nemusí být ty nejvýhodnější (například životní pojištění by nemělo být považováno za spořící produkt) a poskytuje objektivní doporučení těch nejvhodnějších. Na základě propočtených dopadů penzijní reformy z 1.1.2013 a předešlých doporučení propočítávám, jak daleko ČR ještě je od vidiny samostatného důchodce a předkládám své doporučení k urychlení této cesty.

Abstract:

This bachelor thesis focuses on the evaluation of the impact of government intervention on the savings of citizens of the Czech Republic to the pension, therefore, to relieve the deficit of the pension system. Ongoing funding system is unsustainable, the state attempts to motivate consumers to increase savings through state aid, and greater accountability through sanctions for premature withdrawals. Liquidity is for citizens that important that they remain in unprofitable pension insurance than to take advantage of dynamic strategies in supplementary pension savings. Not always, however, must hurt early withdrawal. Information asymmetry causes that consumers are saving inefficiently. Comparison of several types of savings products shows that some state-supported products may not be the best (such as life insurance should not be regarded as a savings product) and provides an objective recommendation of the most suitable. Based on the calculated impact of pension reform on 1st January 2013 and the previous recommendations I am calculating how far is Czech Republic from the visions of independent retiree and presenting my recommendations to accelerate this journey.
