Problematics of defense expenses as a source of current tension in NATO

Abstract:

Tato diplomová práce se zabývá problematikou obranných výdajů členských států Severoatlantické aliance, jako jedním z hlavních zdrojů napětí eskalujícím uvnitř této mezivládní organizace. Příčinou tohoto napětí je antagonismus v přístupu k obranným výdajům u Spojených států amerických a většiny ostatních členských států Aliance. Na jedné straně enormní tlak Spojených států na naplnění smluvního závazku dosažení stanovených hodnot u národních obranných rozpočtů ostatních aliančních partnerů, na straně druhé pasivní přístup Evropy v podobě distancování se od převzetí odpovědnosti za svou vlastní bezpečnost, poté zákonitě vede k ochlazování transatlantické vazby, narušení jednoty a soudržnosti Aliance, a tudíž nižší rezistenci vůči vnějším ohrožením. V této souvislosti jsou představeni také největší konkurenti a s nimi související výzvy, kterým musí Aliance v současné době čelit, a které přímo souvisejí s tlakem Spojených států amerických na navyšování výdajů na obranu. Hlavní těžiště této práce však spočívá ve zhodnocení přístupu členských států Aliance k obranným výdajům, konkrétně v analyzování vývojových trendů a identifikaci pokroku učiněného v tomto směru od summitu Severoatlantické aliance v Rize.

Abstract:

This thesis deals with the defence expenditure issues of the Member States of the North Atlantic Treaty Organisation as one of the main sources of tension escalating within this intergovernmental organisation. The cause of this tension is antagonism in the approach to defense spending for the United States of America and most of the other Alliance member states. On the one hand, enormous pressure from the United States on the other alliance partners to fulfil their contractual commitment by achieving the established values for the national defense budgets, and, on the other hand, Europe's passive approach of distancing itself from taking responsibility for its own security inevitably leads to a cooling of transatlantic ties, a violation of alliance unity and cohesion, and thus less resistance to external threats. In this context, the biggest competitors and the related challenges that the Alliance currently faces are also presented, and these are directly related to the pressure of the United States of America to increase defence spending. However, the main focus of this work lies in assessing the alliance's member states' approach to defence spending, namely analysing trends and identifying the progress made in this direction since the North Atlantic Treaty Organisation summit in Riga.
