Analysis of Applied Regulation of Water Companies and Proposed Principles of its Modification

Abstract:

Diplomová práce se zaměřuje na posouzení aktuálního stavu regulace oboru veřejných vodovodů a kanalizací státem s ohledem na její hlavní účel – ochranu zájmů konečného spotřebitele v dlouhodobém horizontu. Teoretická část pojednává o regulačních principech užívaných v případě oborů s charakterem přirozených monopolů a možnosti vzniku negativních externalit v případě, že absentuje dlouhodobý pohled. Následně jsou prakticky analyzovány objektivní údaje o oboru, zejména stavu infrastruktury, charakteru a struktuře trhu, zainteresovaných skupinách, modelech fungování vlastníků a provozovatelů a efektivitě regulačních institucí v tomto kontextu. Na základě získaných zjištění jsou definována základní opatření, která jsou pro zvýšení účinnosti regulace prioritně zapotřebí a jsou předpokladem k jejímu zkvalitňování do budoucna s cílem dosáhnout přiměřené rovnováhy mezi okamžitými zájmy spotřebitelů a politiků a dlouhodobou udržitelností vodárenské infrastruktury.

Abstract:

The diploma thesis focuses on assessing the current state of regulation of public water supply and sewerage sector by the state with regard to its main purpose – protecting the long-term interests of the final consumer. The theoretical part discusses the regulatory principles used for industries with the nature of natural monopolies and the possibility of externalities in the absence of a long-term perspective. Subsequently, the objective data on the sector is analyzed, in particular the state of the infrastructure, the nature, the structure of stakeholders, operation models of owners and operators and the effectiveness of regulatory institutions in this context. Based on the findings, the basic measures that are needed to increase the effectiveness of regulation are defined, and they are a prerequisite for improving it in the future in order to achieve an appropriate balance between the immediate interests of consumers and the long-term sustainability of water infrastructure.
