Ownership of water supply and sewerage systems within the legislation of the Czech Republic and its impact on the technical condition of the water supply and sewerage network

Anotace:

Účelem této diplomové práce je zhodnocení technického stavu vodárenské infrastruktury různých subjektů, které tuto infrastrukturu vlastní nebo provozují. Vlastnictví a provozování vodovodů a kanalizací sebou přináší velký díl odpovědnosti a znalosti platné legislativy v oboru vodárenství. Cílem bylo identifikovat klady a zápory různých forem vlastnictví a provozování vodohospodářské infrastruktury. Při výběru tří modelových řad obcí se čtyřmi subjekty v jedné modelové řadě byly komparativní metodou jednoznačně stanoveny výhody a nevýhody výše uvedených modelů: vlastník – provozovatel. Informace a data použité k těmto účelům jsou veřejnosti volně dostupná, lépe řečeno by měla být volně dostupná. V některých případech byly povinně zveřejňované informace sice nalezeny, ale v nedostačující a nepoužitelné formě pro mé účely. Při identifikaci kladů a záporů jednotlivých modelů, byla zjištěna skutečnost, že pro kvalitní chod vodárenské infrastruktury je zapotřebí profesionální přístup, vysoké technické a technologické znalosti v oboru vodárenství a špičkově vyškolený odborný personál jak vlastníka, tak i provozovatele vodárenské infrastruktury. Municipality bez možnosti takto zabezpečit fungování vodárenské infrastruktury, nejsou samy schopny dále provozovat vodovod a kanalizaci a jsou posléze nuceni hledat nové eventuální řešení. To je například nalezeno ve formě převodu vlastního majetku do majetku vodárenských společností, které jsou schopny zajistit distribuci pitných vod a odvod odpadních vod i s jejich následnou likvidací.

Abstract:

The purpose of this thesis is to evaluate the technical condition of the water supply infrastructure of various entities that own or operate this infrastructure. The ownership and operation of water supply and sewerage systems entails a great deal of responsibility and knowledge of the applicable legislation in the water sector. The aim was to identify the pros and cons of different forms of ownership and operation of water infrastructure. By selecting three model series of municipalities with four entities in one model series, the advantages and disadvantages of the above models were clearly established by a comparative method: owner-operator. The information and data used for these purposes is freely available to the public, or rather should be freely available. In some cases, mandatory disclosures were found, but in insufficient and unusable form for my purposes. When identifying the pros and cons of each model, it was found that a professional approach, high technical and technological knowledge in the water industry and highly trained professional staff of both the owner and the operator of the water infrastructure are required for the quality operation of the water infrastructure. Municipalities without the possibility to ensure the functioning of the water supply infrastructure in this way are unable to continue to operate the water supply and sewerage system themselves and are subsequently forced to look for new potential solutions. This is found, for example, in the form of the transfer of their own assets to water companies, which are able to ensure the distribution of drinking water and the disposal of wastewater and its subsequent disposal.
