Inherent and contingent factors in electoral reforms: the case of the Czech Republic

Abstract:

Tato práce vychází z teorie inherentních a kontingenčních faktorů volebních reforem, kde inherentní faktory představují chabé fungování volebního systému a projeví se v okamžiku, kdy aktuálně užívaný volební systém produkuje nežádoucí výsledky. Přítomnost kontingenčních faktorů představují snahy politických aktérů převzít iniciativu a navrhnout volební reformu. V práci je platnost teorie testována na případu České republiky. Pro zkoumání přítomnosti či naopak nepřítomnosti inherentních faktorů v letech 1996 až 2010 byla teorie modifikována tak, aby se dala ověřovat na systému poměrného zastoupení. Kontingenční faktory byly pozorovány v postojích a motivacích politických aktérů v povolebních obdobích pěti zkoumaných voleb 1996, 1998, 2002, 2006 a 2010.

Abstract:

This thesis is based on the theory of inherent and contingent factors of electoral reforms, where inherent factors are represented by poor performance of the electoral system. They are manifested when the currently used electoral system produces undesirable results. The presence of the contingent factors is represented by efforts of a political actors to take initiative and propose electoral reform. The validity of the theory is tested in the case of the Czech Republic. In order to research the presence or absence of the inherent factors between the years 1996 and 2010, the theory was modified so that it can be examined on a system of proportional representation. The contingent factors were studied in the attitudes and motivations of the political actors in post-election periods of five surveyed elections of the years 1996, 1998, 2002, 2006 and 2010.
