Specifics of energy problems in European Union

Abstract:

Tato případová studie se zabývá problematikou energetické závislosti zemí Evropské unie na energetických zásobách ostatních zemí a dále vzájemnou spoluprácí členských zemí Unie. Tato problematika se dostala do popředí zájmu Evropského společenství až v 70. letech, kdy Evropa poprvé silně pocítila svou závislost na zemích, těžících nerostné suroviny. Práce je časově vymezena obdobím vzniku evropské integrace, tedy rokem 1951, a rokem 2008. Důležitým mezníkem je rok 2005-2006, kdy došlo k odstávce distribuce zemního plynu ze strany Ruska. Práce je členěna do tří hlavních kapitol. První kapitola nabízí komplexní shrnutí vývoje energetické politiky a její začleňování do agendy Evropské unie. Situace ve Spolkové republice Německo a její vztah k energetické politice je nastíněna v druhé kapitole, která je pojata jako případová studie. V poslední kapitole jsou analyzována specifika vzniku plynovodu Nordstream v Baltském moři. Cílem práce je analyzovat vznik a vývoj energetické politiky a zjistit, zda-li je tato politika plně funkční či nikoli. Snaha o vytvoření společné energetiky však naráží na fakt, že energetika je doménou jednotlivých členských států. Tento fakt dokládám na příkladu Německa

Abstract:

This case study deals with a question of the energy dependence of the European Union countries on energy resources of other countries, and of mutual cooperation between the member states. This issue had not been critical for the European Community until 1970s when Europe experienced its dependence on the states extracting natural resources. The paper focuses on the period from the beginning of the European integration in 1951 to 2008. The important turning-point is the end of 2005 and the beginning of 2006 when the Russian gas distribution was shut down. The work is divided into three chapters. The first chapter covers a complex summary of the energy policy development and its gradual incorporation in the European Union agenda. The situation in the Federal Republic of Germany and her relationship to the energy policy is described in second chapter, which is the case study. The last chapter analyses specifics of building the gas pipeline Nordstream in the Baltic Sea. The aim of the work is to analyse foundation and development of the energy policy and to examine its effectiveness. An effort to establish common energy is has been failing because energy is the domain of the member states. This fact is proved on the example of Germany
