Difference in Funding of Social Services for Seniors in the Czech Republic on the Level of Municipal Corporations and Urban Neighborhoods from the Point of View of Officers of Regional Authorities

Abstract:

Cílem práce je zjistit názory a postoje krajských zastupitelů a úředníků krajských úřadů na existující rozdíly v neinvestičních výdajových stránkách rozpočtů obcí nebo městských částí s rozšířenou působností na sociální služby pro seniory. V teoretické části práce se věnuji vysvětlení pojmů „sociální služby,“ „senior,“ „obec nebo městská část s rozšířenou působností, jejich rozpočet a výdajová politika ,“ „kraj a jeho vztah k sociálním službám,“ „zastupitel kraje a úředník krajského úřadu“. Zvolila jsem kvantitativní výzkumnou strategii, typ výzkumu „survey,“ a to dotazníkové šetření pomocí vytvořeného dotazníku, distribuovaného pomocí e-mailové pošty. Do výzkumu byly zahrnuti všichni zastupitelé všech krajů a hl.m. Prahy, všichni krajští úředníci a úředníci Magistrátu hl.m. Prahy, v oddělení sociálních služeb, která jsou součástí sociálních odborů. Pomocí statistické analýzy jsem zjistila, že respondenti ví o rozdílech ve financování sociálních služeb. Dále že rozdíly v neinvestičních výdajích na sociální služby pro seniory v obcích a městských částech s rozšířenou působností v ČR, nepovažuje většina z nich za vyhovující a také je většina respondentů přesvědčena, že pravidla financování sociálních služeb by se měla změnit.

Abstract:

The goal of the work is to find opinions and positions of a municipal council and officers of regional authorities on existing differences in non-investment expenditure budgets of municipalities or urban neighborhoods with extended activities on social services for seniors. In a theoretical part of the thesis conceptions “social services”, “senior”, “municipality or urban neighborhoods with extended activities, their budgets and expenditure politics”, “region and its relationship to social services”, “council and an officer of municipal council” are explained. I have chosen a quantitative research strategy, type of research „survey“, it means a questionnaire research using a created questionnaire, distributed using an e-mail post. All members of councils of all districts and capitol Prague, all members of district officers and officers of a municipal authority of a capitol Prague in the department of social services, which are a part of social divisions have been involved into the research. I have found that respondents know about differences in financing of social services using a statistical analysis. I have found, as well that the differences in non-investment costs for social services for seniors in municipalities and urban neighborhoods with extended activities in the Czech Republic do not consider majority of them for convenient, and also the majority of respondents is satisfied that the rules of financing of social services should be changed.
