Political culture in Society and its Reflecting in Public Service

Abstract:

Obsahem této diplomové práce je stav politické kultury v České republice. Chápe jí jako součást kultury národa a kulturního zázemí, zvyklostí, obraz tolerance a schopnosti sebereflexe národa. Sleduje obraz současné politiky její vztah k odkazu, Tomáše Garrigue Masaryka. Diplomová práce se dotýká tématu politické praxe a sleduje její dopady ve výkonu veřejné správy. Využívá Zprávy o korupci v České republice a plnění vládního programu boje proti korupci. Tak i zpráv organizace Transparency International o stavu korupce a byrokracie. Všímá si souvislosti historického vědomí a aktuálního stavu politické kultury. V závěru zdůrazňuje nutnost mobilizovat a podporovat činnost občanské společnosti, jako nástroje sociální kontroly chování volených i nevolených zástupů a zaměstnanců veřejné správy. Zdůrazňuje potřebu změny standardů celkové politické kultury.

Abstract:

The content of the thesis is the political culture in the Czech Republic. It is understood as a part of the national culture, cultural background, conventions, and reflex of the toleration and ability of national self-reflection. It monitors the form of contemporary politics and its relation to TGM inheritance. The thesis touches political practice and follows its impact on the public service performance. It uses “Zpráva o korupci” in the Czech Republic and government program against corruption observation. Also reports of Transparency International about corruption and bureaucracy. It shows connection between the historical consciousnesses and actual status of political culture. At the end it emphasizes the necessity to mobilize and support civil society as an instrument of the social control of the elective and non-elective public service representatives’ behavior. It accents the necessity of the total change of the political culture.
