The survay needs of human resource development ot the regional authoritiea and selected municipal offices in relation to management of tourism

Abstract:

Práce se věnuje problematice kvalifikační úrovně a vzdělávání pracovníků ve veřejné správě v návaznosti na řízení turismu v České republice. V první teoretické části je popsáno institucionální zajištění řízení turismu v České republice, vymezení pojmu destinační management, popis forem partnerství „3P“ – Public Privat Partnership, podstata a základní principy činnosti Organizace destinačního managementu, vymezení pojmu vzdělávání, rozvoj pracovníků, rozvoj lidských zdrojů a vzdělávání pracovníků ve veřejné správě. Dále je uveden popis systému vzdělávání pracovníků a systematického vzdělávání pracovníků v organizaci. Ve druhé analytické části práce jsou uvedeny výsledky vlastního dotazníkového šetření zaměřené na důležitost a význam cestovního ruchu pro kraje a města a jeho rozvoj, na zjištění kvalifikační úrovně pracovníků ve veřejné správě, jejich počet na oddělení zabývající se oblastí řízení rozvoje turismu v daném regionu a na systém vzdělávání těchto pracovníků. Třetí návrhová část se zaměřuje na návrh vedoucí ke zlepšení současného stavu, k odstranění nejčastěji jmenovaných bariér, které negativně ovlivňují nebo brání rozvoji lidských zdrojů v návaznosti na řízení turismu a obecné zhodnocení.

Abstract:

The thesis is dedicated to the issue of the level of qualification and education of staff in the public administration in relation to the management of tourism in the Czech Republic. The first theoretical part describes the institutional reinsurance of the tourism management in the Czech Republic, the definition of the concept of destination management, a description of the forms of partnership "3 P" – Public Private Partnership, fundamentals and the basic principles of activities of the Organization of destination management, the definition of training, employee’s development, human resources development and training of staff in the public administration. Further there is a description staff training system and the systematic staff training in the organization. The second analytical part of the thesis presents the results of the questionnaire investigation focused on the relevance and the importance of tourism for the region, the city and its development, to detect the qualification’s level of employees in public administration, their number in the department dealing with the management of tourism’s development in the region and on the system of education of these employees. The third section focuses on the improvement suggestion leading to the repair of the status quo, to remove the most commonly mentioned barriers that negatively affect or hinder from the development of human resources in relation to the management of tourism and general analysis.
