Changes in resource flows with emphasis on China's geopolitics in the South China Sea

Abstract:

Diplomová práce rozšiřuje vědecké poznání geopolitického a bezpečnostního rozměru regionu Jihovýchodní Asie se zaměřením na aktivity Čínské lidové republi-ky v Jihočínském moři. Autor analyzuje energetickou a námořní strategii Čínské li-dové republiky v kombinaci s teritoriálními spory a surovinovým potenciálem zkou-mané oblasti. Jihočínské moře dodnes nemá legislativně vyjasněné otázky vlastnictví mořských území a chybí odpovědnost za čerpání přírodních zdrojů. Zároveň je páteří světové lodní dopravy. Každý den jím proplouvají nejenom tankery vezoucí zásoby energetických surovin, bez kterých by především ekonomiky Číny, Japonska a Jižní Koreje nemohly plně fungovat. Smyslem diplomové práce je proto odhalit geopolitickou dynamiku bezpeč-nostního prostředí Jihočínského moře a s tím i motivaci státních aktérů. Hlavním cí-lem je vyhodnocení vývoje hlubokomořské těžby konvenčních fosilních paliv Čín-skou lidovou republikou v Jihočínském moři a zjistit její roli v mezinárodní bezpeč-nostní a energetické politice. Autor vysvětlí strategii přístupu k získávání energetic-kých surovin a nastíní potenciální důsledky, pokud se nepodaří objevená hluboko-mořská ložiska obsadit. Společně s tím odhalí důvody, které urychlují čínskou ex-panzi v regionu. Dílčím cílem práce je posouzení vlivu Čínské lidové republiky na zájmy států a teritoriální spory. Druhým dílčím cílem práce je zhodnocení strategic-kého významu oblasti v mezinárodním kontextu. Ve světle bezpečnostního dilematu autor mapuje mezinárodní situaci a zjišťuje, zda existuje možnost spolupráce v duchu hry s nenulovým součtem, nebo slabší státy mají jedinou možnost, a to podvolit se čínské geopolitické nadvládě. Informace k uvedeným skutečnostem poskytnou od-pověď na výzkumnou otázku: „Je negativní vývoj v oblasti surovinové soběstačnosti Číny hlavním důvodem pro získání přístupů k hlubokomořské těžbě v Jihočínském moři, nebo jde především o kontrolu území a obchodních tras?“

Abstract:

The diploma thesis expands the scientific knowledge of the geopolitical and security dimension of the Southeast Asia region with a focus on the activities of the People's Republic of China in the South China Sea. The author analyzes the energy and maritime strategy of the People's Republic of China in combination with territo-rial disputes and the hydrocarbons sources potential of the research area. To this day, the South China Sea does not have legally clarified issues of ownership of maritime areas and thus lacks responsibility for the extraction of natural resources. At the sa-me time, it is the backbone of world shipping and trade. Every day, tankers carrying energy supplies pass through it, without which the economies of China, Japan and South Korea, in particular, would not be able to function fully. The purpose of the diploma thesis is therefore to reveal the geopolitical dy-namics of the security environment in the South China Sea and thus the motivation of state actors. The main goal is to evaluate the development of deep-sea extraction of conventional fossil fuels of the People's Republic of China in the South China Sea and to determine its role in the current international security and energy policy. The author explains the strategy of the approach to obtaining hydrocarbons and reveals the potential consequences if the discovered deep-sea deposits cannot be taken. At the same time, it reveals the reasons that are accelerating China's expansion in the region. A partial goal of the work will be to assess the influence of the People's Re-public of China on the interests of states and territorial disputes. The second partial goal of the work is to evaluate the strategic importance of the area in an international context. In light of the security dilemma, the author tries to map the international situation and find out whether there is a possibility of cooperation in the spirit of non-zero sum game, or whether the affected states have the only option, namely to submit to Chinese geopolitical domination. The information will provide an answer to the research question: "Is the negative development in China's hydrocarbon self-sufficiency the main reason for gaining access to deep-sea mining in the South China Sea, or is it primarily a matter of controlling territory and trade routes?"
