Managerial skills - competencies of a manager (executive employee) in public administration

Abstract:

Manažer je nepostradatelný a v podstatě nejdůležitější článek v každé organizaci soukromé i veřejné správy, působí uvnitř organizace, ovlivňuje produktivitu zaměstnanců, efektivitu, výkonnost a úroveň jejich spolupráce, ale působí i zvenčí organizace, jako reprezentant. Na vedoucí pracovníky a jejich kompetence je v poslední době kladen čím dál tím větší důraz. Právě kompetence manažerů ovlivňují výkonnost každé organizace a dokáží odhalit rozdíly mezi průměrnými a nadprůměrnými pracovníky. Důležité je, aby byly na manažerské funkce přijímání lidé, jejichž osobnost, kompetence a znalosti budou přínosem pro jejich organizaci. Cílem této bakalářské práce je přiblížit si základní pojmy této problematiky, charakterizovat hlavní manažerské kompetence a funkce a nastínit, jaké by měl mít dobrý manažer vlastnosti a znalosti, jak by měla vypadat jeho osobnost. Zároveň má tato práce přiblížit hlavní rozdíly mezi výkonem manažerské funkce ve veřejném a soukromém sektoru, pomocí rozhovorů s vybranými manažery. Teoretická část této práce zahrnuje vysvětlení základních pojmů jako je manažer, management a veřejná správa, vymezuje a popisuje manažerské kompetence a funkce, dále se zabývá manažerskou osobností - vlastnostmi a znalostmi, kterými by měl vedoucí pracovník disponovat. Také se věnuje rozdělení a charakteristice manažerských stylů řízení, řeší motivaci podřízených a motivaci manažerů samotných a zmiňuje chyby v manažerské práci, především "jedovaté" manažery, psychopatické manažery a syndrom vyhoření. Praktická část se zaměřuje především na vymezení rozdílů při výkonu manažerské funkce v soukromém a veřejném sektoru na základě rozhovorů s deseti manažery, ale i na názory manažerů na motivaci, osobnost manažera a cestu, jak se člověk může stát manažerem.

Abstract:

Manager is indispensable and in fact the most important link in every organization of private and public administration, works inside the organization, influences productivity of the employees, efficiency, performance and level of their cooperation, but also works outside of the organization as a representative. The managers and their competencies are recently emphasized more and more. Exactly the competencies of managers influence the performance of every organization and can expose the differences between average and above average workers. It is important to hire as managerial positions people whose personality, competencies and knowledge will be beneficial for their organization. The objective of the thesis is to clarify the basic terms of this problematic, characterize the main manager competencies and positions and outline which traits and knowledge should good manager have and how should his personality look like. The thesis also should clarify the main differences between the work of managerial position in public and private sector using the interviews with the chosen managers. The theoretical part of the thesis includes the explanation of basic terms such as manager, management, and public administration, defines and describes the managerial competencies and positions, furthermore it deals with the managerial personality - traits and knowledge which should the manager have. It also deals with the division and characterization of management styles, deals with the motivation of subordinates and motivation of the managers themselves and mentions the mistakes in managerial work primarily "toxic" managers, psychopathic managers and burnout syndrome. The practical part focuses primarily on the definition of differences during the work of people in managerial position in public and private sector on the basis of interview with ten managers. It also captures the opinions of managers on the motivation, personality of the manager and the path, how a person can become a manager.
