Process of Europeanization in the area of education and educational policy

Abstract:

Disertační práce "Proces europeizace z hlediska vzdělávání a vzdělávací politiky" vychází z výzkumu prováděného během několika posledních let v oblasti vzdělávání v Evropě, vzdělávací politiky Evropské unie a České republiky, respektive jejich vzájemných interakcí. Teoretickým východiskem práce je analýza jednotlivých definic pojmu europeizace ve snaze podchytit tak všechny aspekty, které utvářejí podobu vzájemných interakcí v rámci určité politické oblasti. Tato analytická činnost je doplněna historickým hlediskem vývoje vzdělávání a vzdělávací politiky v Evropě, především z politologického úhlu pohledu. Ačkoli je část práce věnována vlivu různých mezinárodních (evropských) organizací a nadnárodních procesů (především Boloňského procesu v oblasti vysokoškolského vzdělávání), klíčovým aktérem, vůči němuž je vymezována pozice České republiky, je Evropská unie. Hlavní myšlenka práce je pak postavena na předpokladu, že ačkoli je vzdělávání a vzdělávací politika plně v kompetenci národních států, probíhající proces europeizace posupně přesouvá pozornost a potenciál na iniciativy rozvíjené na evropské úrovni.

Abstract:

This thesis deals with the issue of Europeanization and its impact on educational policy in the European Union and in the Czech Republic. The first part is concentrated on the definition of the word Europeanization, its development and possible typology. This theoretical background concludes with the description of Europeanization as a process of interactions between various levels and actors/structures, during which time new structures, procedures, institutions and ways of doing things are often developed. Afterwards I address the main aspects of educational policy at the national level and development in this field within the European cooperation (EEC/EU). The main part of the study is focused on the development and on the impact of the European Union and its structures/initiatives on the institutions and policy in the Czech Republic. It is possible to follow the progressive changes within the institutions responsible for the European cooperation in education in the CR and also the impact on the national policy in education. The Czech presidency of the EU Council is a unique opportunity to investigate the possible impact of the national level on the EU and its policy. The Bologna process is addressed in the part concerning the higher education and the interactions with the EU-activities in this field. The conclusions can be summarized as follows: Although the field of education is entirely in power of national states, the impact of the European integration in this field is really far-reaching. Representatives of the EU-institutions know very well how to increase their power over the national states that are step by step losing their competences.
