Renewable energy resources in the Czech Republic from the perspective of economy and law

Abstract:

Diplomová práce se zabývá problematikou obnovitelných zdrojů na území ČR z pohledu ekonomie a práva. Práce je rozdělena do 3 částí, kdy v první kapitole se věnuje právní úpravě a stěžejním dokumentům v oblasti energie z OZE na úrovni EU a ČR. V druhé části práce popisuje vývoj OZE na území ČR do současného stavu, problematiku solární daně a notifikace. Část práce je věnována relevantním soudním sporům v oblasti. Cílem práce bylo určit nejpravděpodobnější scénář řešení nadhodnocených výkupních cen energie z OZE. Poslední kapitola je tak zaměřena hlavně na tzv. prověrky prokompenzace, jako způsob řešení tohoto problému, kdy ostatní přístupy se jeví jako nepravděpodobné. Závěrečná část práce je věnována budoucímu vývoji OZE na území ČR, kdy získávání energie bude založeno na systému soutěže.

Abstract:

This Master thesis deals with renewable energy resources in the Czech Republic from the perspective of economy and law. The thesis is divided in 3 parts when in the first chapter focuses on legal enviroment of renewable resources in European Union and in the Czech Republic. The second part of this thesis describes the developement of renewable resources in the Czech Republic till present times, solar tax and European permission to subsidize energy from renewable resources. The part of the thesis is dedicated to the relevant legal proceedings. The aim of this thesis was to determine the most probable solution of too high purchase prices of the energy from renewable resources. The last chapter is focused on the method introduced by the Ministry of industry as a solution to this problem, the other two possible methods are not probable now. The last chapter is focused on the future developement of the renewable resources in the Czech Republic when generating energy will be based on competitive tendering.
