Abstract:

Bakalářská práce se zabývá účetní reformou v oblasti veřejných financí a jejím dopadem na účetnictví a výkaznictví vybraných účetních jednotek s cílem postihnout hlavní změny v účetní závěrce a posoudit jaké nové informace přináší pro své uživatele. V první části je vymezeno prostředí účetní reformy v oblasti veřejných financí, její cíle a rozsah. Následně je reforma popsána z legislativního, časového a technického hlediska s ohledem na výkaznictví a změny, které v něm přináší. V praktické části jsou porovnávány konkrétní výkazy z let 2009 a 2010 a rozdíly jsou okomentovány, podrobněji popsány a posouzeny z hlediska informačního přínosu.

Abstract:

Bachelor's thesis deals with accounting reform in the sphere of public finance and its impact on accounting and reporting selected accounting entities with aim at affecting changes in financial statement and judging new information it introduces to its users. The first part defines environment of accounting reform in public sector. Subsequently it describes legal, time and technical aspects of the reform with regards to changes in reporting, which reform introduces. In the practical part are compared specific reports from years 2009 and 2010 and differences are commented, described in detail and assessed in aspect of information benefits.
