Privatization of state responsibilities for security

Abstract:

Diplomová práce se zabývá privatizací výkonu funkce bezpečnostních sborů a delegací pravomocí státu na soukromé bezpečnostní subjekty. Její rozdělení je situováno do jednotlivých kapitol, které se zabývají definováním pojmu bezpečnost, privatizací bezpečnosti, příčinami vzniku této privatizace, ozbrojenými silami, konkrétně Policií České republiky a Armádou České republiky a soukromými bezpečnostními subjekty. Jednu z hlavních rolí diplomové práce hraje metoda polo strukturovaných rozhovorů s pěti soukromými bezpečnostními subjekty jak s přesahem do zahraničí, tak působících výhradně na českém trhu a s osobou zabývající se obchodem s vojenským materiálem. Následně jsou rozhovory shrnuty a na základě jejich vyhodnocení je navržen mechanismus kontroly soukromých bezpečnostních společností, který má za cíl zvýšení bezpečnosti.

Abstract:

The diploma thesis deals with the privatization of state responsibilities for security and the delegation of state powers to private security subjects. It is set in individual chapters, which deal with the definition of the term security, security privatization, the causes of this privatization, the armed forces, specifically the Police of the Czech Republic and the Army of the Czech Republic and private security subjects. One of the main roles of the diploma thesis is method of semi-structured interviews with five private security subjects, both abroad and exclusively on the Czech market operating and with a person engaged in trade in military material. Subsequently, the interviews are summarized and, based on their evaluation, a mechanism for controlling private security subjects is proposed, which leads to increased security.
