Evaluating the success of the EU military mission: Operation Althea

Abstract:

Bakalářská práce se zabývá tématem Společné bezpečnostní a obranné politiky, která v posledních letech zajistila velký rozvoj nové oblasti politiky. Když Evropská unie dosáhla úspěchu na poli hospodářské i politické integrace, rozhodla se zaměřit své aktivity i do oblasti bezpečnosti. EU chce posílit zabezpečení společných hodnot, bezpečnosti i míru, upevnit ve světě demokracii a respekt k lidským právům. Než byla Evropská unie schopna provést sama misi pro udržení míru, potřebovala získat zkušenosti při spolupráci s další bezpečnostní organizací. Svou pomoc Evropské unii nabídla Severoatlantická aliance. Byla vytvořena dohoda pro společné využití aliančních kapacit. Na základě této dohody byla provedena také mise EUFOR – Althea, která byla již třetí operací pod patronací EU. Althea probíhá v Bosně a Hercegovině od prosince roku 2004. Oblast Balkánu je pro EU, vzhledem k budoucí možné integraci, klíčovým regionem. Úspěch operací EU je v literatuře opomíjen. Proto je cílem bakalářské práce popis i analýza mise. Pro hodnocení bude využito více kritérií, na jejichž základě autorka vyhodnotí úspěch mise.

Abstract:

This thesis deals with the theme of the Common Security and Defence Policy, which ensure great development for new policy area in recent years. When the European Union has achieved success in the field of economic and political integration, has decided to focus its activities on the field of security. The EU wants to strengthen the common values of peace and security, consolidate democracy in the world and respect for human rights. Before the European Union was able to make its own peacekeeping mission, it needed to gain experience in coordination with other security organization. Support for the European Union offered the North Atlantic Treaty Organization. The special agreement for joint use of NATO capabilities was created. Under this agreement was also authorized EUFOR - Althea, which was the third operation under the auspices of the EU. Althea started in Bosnia and Herzegovina in December 2004. Due to the possibility for further integration, the Balkans is for the EU a key region. The success of EU is neglected in the literature. Therefore the aim of the thesis is a description and analysis of the mission. Multiple criteria will be used to assess the result. Based on these criteria the author evaluates mission´s success.
