The role of OSCE at solving national and ethnical conflicts in post-soviet area

Abstract:

Organizace pro bezpečnost a spolupráci v Evropě vznikla v roce 1994 a svou agendou navázala na Konferenci o bezpečnosti a spolupráci v Evropě. Po skončení bipolární konfrontace a po transformaci v první polovině 90. let se z OBSE stala největší regionální bezpečnostní organizace zaměřující se na spolupráci mezi státy a na překonávání sporů prostřednictvím vzájemného informování a spolupráce v bezpečnostních otázkách. Na počátku 90. let se součástí agendy tehdejší KBSE stalo řešení národnostních a etnických konfliktů, které se objevily po rozpadu Sovětského svazu a Jugoslávie v zemích východní a jihovýchodní Evropy. Rozpad SSSR představoval významný historický milník pro vývoj nových suverénních států postsovětského prostoru. Zároveň se stal impulsem pro vznik závažných národnostních a etnických konfliktů, které byly tvrdou politikou centrální vlády Sovětského svazu po celá léta eliminovány, popřípadě vznikly v důsledku sovětské národnostní a populačně-demografické politiky. Jednu z klíčových rolí při řešení národnostních a etnických sporů v postsovětském prostoru převzala OBSE. Tato diplomová práce proto bude zaměřena na roli OBSE při řešení národnostních a etnických konfliktů ve vybraných zemích postsovětského prostoru, zejména v Gruzii, Moldávii, Arménii a Ázerbájdžánu. Cílem této práce bude odpovědět na tyto výzkumné otázky: Jaká je role OBSE při řešení národnostních a etnických konfliktů v postsovětském prostoru? Jakou konkrétní činnost při řešení tohoto typu konfliktů vykonává a jaké kroky podniká? Je OBSE při řešení národnostních a etnických konfliktů v postsovětském prostoru úspěšná/neúspěšná? Jakou roli hraje Ruská federace jako nástupnický stát Sovětského svazu při řešení národnostních a etnických konfliktů v postsovětském prostoru na pozadí členství v OBSE? Studie bude vycházet ze sběru empirických dat a dokumentů. Základní výzkumný rámec poskytne sada nástrojů oboru řešení konfliktů. V závěrečné části budou vyhodnoceny výsledky analýzy. Bude prokázáno, že OBSE hraje významnou roli při řešení národnostních a etnických konfliktů v postsovětském prostoru a že se snaží využít všech nástrojů a mechanismů ke splnění závazků regionální bezpečnostní organizace.

Abstract:

The Organisation for Security and Co-operation in Europe was founded in 1994 and it overtook the agenda of the Conference on Security and Co-operation in Europe. When bipolar confrontation and transformation ended in the early 1990s, the OSCE became the biggest regional security organisation which was focusing on cooperation among states. It also aimed at overcoming disputes by the means of providing mutual information among the states and cooperating in the questions of security. At the beginning of the 1990s the then OSCE?s task was to solve national and ethnic conflicts which occurred after the disintegration of the USSR and Yugoslavia in the states of east and south-east Europe. The dissolution of the USSR became an important historical milestone for the development of new sovereign states of the Post-Soviet area. At the same time it provoked serious multinational and ethnic conflicts which had been eliminated by the tough policy of the USSR?s central government for years. The conflicts were also a result of the national and population-demographic policy of the Soviet Union. The OSCE took one of the key roles in the solution of national and ethnic disputes in the Post-Soviet area. This diploma thesis will therefore focus on the role of the OSCE in dealing with national and ethnical conflicts in selected states of the Post Soviet area, particularly in Georgia, Moldova, Armenia and Azerbaijan. The aim of this thesis will be to answer these explorative questions: What is the role of the OSCE in dealing with national and ethnical conflicts in the Post Soviet area? What specific activity does it carry out when coping with this kind of conflicts and what steps does it make? Is OSCE successful or not at tackling multinational and ethnical conflicts in the Post-Soviet area? What role does the Russian Federation play as the successor state of the Soviet Union in solving national and ethnical conflicts in the Post Soviet area on the basis of the OSCE membership? The paper will use empiric data and documents as a basis. A set of tools of the problem solving field will serve as the basic research framework. The results of the analysis will be evaluated in the final part. The OSCE?s important role in dealing with national and ethnical conflicts in the Post Soviet area will be proven and the fact that it tries to use all tools and mechanisms to meet its obligations of the regional security organisation.
