Post-Conflict Reconstruction in Afghanistan

Abstract:

Cílem teoretické části této bakalářské práce je vysvětlit základní principy postkonfliktní rekonstrukce a vysvětlit její fungování založené na čtyřech tematických pilířích a třech časových etapách. Zároveň se pokouším osvětlit její vývoj od konce studené války s ohledem na poválečnou obnovu po druhé světové válce. Cílem i je i snaha představit současné teoretické přístupy rekonstrukce v rámci tří tzv. ?Track? úrovní a dvou generací. Po krátkém představení moderní afghánské historie usiluji v části věnované právě Afghánistánu o definování několika současných teoretických rámců pro poválečnou obnovu, jež mohou sloužit k lepšímu pochopení složitosti afghánského konfliktu a jeho komplikované rekonstrukce. Hlavním cílem této práce je však analyzovat úspěšnost či neúspěšnost procesu rekonstrukce v této zemi skrze plány a cíle vytyčené jednotlivými konferencemi věnujícími se Afghánistánu v průběhu let 2001 až 2010. V rámci své práce také zmiňuji hlavní nevládní organizace sdružující se do pěti tzv. NGOs bodies, jež pomáhají koordinovat úsilí jednotlivých nevládních organizací a jejich komunikaci. Zvláště pak uvádím tři, dle mého názoru, nejvýznamnější mezinárodní nevládní organizace, jež svou prací v Afghánistánu významně přispívají ke zlepšení životní úrovně obyvatel.

Abstract:

The purpose of the theoretical part of this bachelor´s thesis is to explain the main principles of the Post-Conflict Reconstruction and to analyze four pillars and three periods of it. I have tried to explain the evolution of the Reconstruction mainly in the 1990´s considering the period of nation-building in the era of the end of the World War Two. Consequently, I have presented the modern approaches in the course of Post-Conflict Reconstruction in aspect of three tracks and two generations. In the next part of this text, the attention is given to Afghanistan. After short presentation of its history, I have used some modern Post-Conflict Reconstruction approaches which can be applied in the problems of this conflict and with help of which we could analyze deeply process of Afghan conflict and reconstruction. The main goal of this thesis is to analyze the process of reconstruction through the system of conferences from Bonn Conference 2001 till Kabul Conference 2010 and to state, if this reconstruction and state building was sufficient according the plans resulting from these conferences. I also mentioned the main nongovernmental organisations working in Afghanistan which are organised in the five bodies. These bodies are working for better cooperation and coordination among their members. I have also introduced the three international nongovernmental organisations, which are significant in their work in Afghanistan.
