Europeanisation of Czech Defense policy and the Army of the Czech Republic

Abstract:

Text se zabývá vlivem EU na rovinu české obranné politiky a Armádu ČR. Pomocí analýzy policy a teorie evropeizace dle modelů vnějších podnětů a sociálního učení autorů Schimmelfenniga a Sedelmeiera jsou určena kritéria pro ověření hlavní hypotézy. Předpokladem práce je tvrzení, že i když NATO bylo/je hlavním motorem vývoje v české obranné politice a Armádě ČR, je evropeizace reálně působícím faktorem změn v této oblasti. Pomocí výzkumných otázek týkajících se fungování ČR v rámci EU a vlivu jejích politik (Společná zahraniční a bezpečnostní politika a Evropská obranná a bezpečnostní politika) na koncepční dokumenty a hlavních změn v oblasti způsobených snahou o vstup do NATO a pozdějším členstvím je postupováno směrem k ověření hypotézy. Hlavní analýza se týká období let 1999 – 2008 a zabývá se především koncepčními dokumenty a následnými reálnými změnami.

Abstract:

The text deals with influence of the EU on the level of the Czech defence policy and Czech Army. By means of policy analyses and theory of Europeanization with the models of external incentives and social learning by Schimelfennig and Sedelmeier, there are defined criteria for examination of main hypothesis. Presumption of the work is a statement that even if NATO was/is the main driving force of the development in the Czech defence policy and Czech Army, the Europeanization is a real factor of changes in this area. In terms of exploratory questions concerned with functioning of the Czech Republic in the EU and influence of its policies (Common Foreign and Security Policy and European Security and Defence Policy) on the Czech conceptual documents and with main changes and development in the area caused by the effort to join NATO and by the later membership, it is coming up to examination of the hypothesis. The main analyses then involves the period of the years 1999 – 2008 and is engaged in Czech conceptual documents and subsequent real changes in the area at most.
