Public employees - motivation and ethics

Abstract:

Diplomová práce je zaměřená na zkoumání motivace a etiky zaměstnanců veřejné správy. Práce nejprve seznamuje s pojmem motivace, nejznámějšími teoriemi pracovní motivace a jednotlivými motivátory. Poté je definována veřejná správa a charakteristika jejích zaměstnanců. Cílem práce je zjistit, jak jsou motivováni zaměstnanci veřejné správy, určit nejefektivnější motivační faktory a také to, jakou roli hraje mezi zaměstnanci etika. Na teoretický základ navazuje praktická část, která se nejprve věnuje několika konkrétním úřadům veřejné správy a poté výsledky dotazníkových šetření a ostatních informací srovnává s konkrétními společnostmi soukromého sektoru. Pro účely výzkumu se práce specifikuje na zaměstnance státní správy a územních samosprávných celků. Je porovnávána jak pracovní motivace, tak etické kodexy. Z výzkumu pak vycházejí navrhovaná doporučení na zlepšení současného stavu.

Abstract:

The Diploma thesis is focused on exploring motivation and ethics in the public administration of Czech Republic. The Diploma thesis introduces the concept of motivation, well known theories of work motivation and also individual motivators. Then the thesis defines public administration and the characteristics of their employees. The goal is to find out how employees in the public administration are motivated to make an effort to work determine the most effective motivational factors and also the role of ethics among employees. The theoretical part is followed by a practical section that deals with a several specific state administration authorities, then the results of surveys and other information compares with specific private sector companies. In the research part is the Diploma thesis focused on employees of state and local governments. On the one side compares work motivation and also ethical codes on the other side. The diploma thesis and the research recommends how to improve the current situation in the public administration and proposes the best ways and steps how to motivate public people.
