Public administration and its social implications

Abstract:

Bakalářská práce charakterizuje veřejnou správu, její členění a systém organizace veřejné správy. Současně prezentuje průběh první a druhé etapy reformy veřejné správy a přenesení působností ze zrušených okresních úřadů na obce a kraje. Práce se zabývá problematikou komunikace mezi institucemi a občanskou veřejností a konstatuje, že dle anketních výzkumů mezi návštěvníky úřadů se kvalita vzájemné komunikace mezi uvedenými subjekty jeví jako jeden z rozhodujících činitelů pro hodnocení výkonu veřejné správy občanskou veřejností.

Abstract:

The bachelor thesis characterizes the public administration, its structure and system of organisation. The progress of the first and second phases of the public administration reform is presented, as well as the transfer of competence from cancelled district offices onto municipalities and regions. The thesis deals with issues of communication between institutions and the public and argues that according to the surveys conducted among visitors to authorities, the quality of mutual communication between the above subjects proves to be one of the decisive factors for evaluating the efficiency of the public administration by the public.
