Marie Theresia's and Joseph The Second's reforms as foretoken of modern public administration

Abstract:

Obsahem této bakalářské práce je zamyšlení nad reformami veřejné správy, zavedenými Marií Terezií a Josefem II. Cílem je vyhledání možných shodných bodů a souvislostí se současnou veřejnou správou v České republice. V práci nalezneme stručně popsané jednotlivé fáze tereziánských a josefínských reforem, dále pak organizaci a pravomoci jednotlivých stupňů státní správy, a zejména čím jsou si reformy podobné se současným vývojem veřejné správy. Hlavním tématem, kterým se tato práce zabývá, jsou berní reformy zavedené v polovině 18. století. Jsou zde charakterizovány berní katastry Marie Terezie, jejich význam a vzájemné souvislosti a odlišnosti. Zásadní změnou bylo to, že i šlechtická půda začala být zdaňována. Dále se práce zabývá berním katastrem Josefa II., který dále zdokonalil berní systém mapováním pozemků. Práce se zabývá také vlivem berních katastrů na současný katastr nemovitostí České republiky, který je v práci poměrně detailně charakterizován. Nachází se zde také porovnání berních katastrů Marie Terezie a Josefa II. mezi sebou, jak se od sebe liší, co bylo zavedeno nově a naopak co bylo zrušeno. Porovnávám rovněž tereziánské a josefínské katastry s katastrem nemovitostí.

Abstract:

This bachelor theses are focused on the public administration reforms introduced by Maria Theresia and Joseph The Second. The target is to identify any possible identical items and conjunctions with the contemporary public administration in the Czech Republic. In the theses it is possible to find briefly described particular phases of the Maria Theresia’s and Joseph‘ s The Second reforms, then also the organisation and authorities of the particular state administration level in the 18th century. Also it finds out in which points are the reforms similar to the current development of the public administration. The main topics of these theses are the tax reforms implemented in the middle of the 18th century. Maria Theresia’s land registers are here characterized including the description of their significance, mutual relations and differences. The noblemen‘ s land started to be taxed, which was the fundamental change. The Joseph‘ s The Second tax register is also analysed and identified as the first tax register supported by mapping of the plots of land. The theses strive to identify the impact of the historical land registers to the contemporary tax register of the Czech Republic. A separate chapter compares Maria Theresia’s and Joseph’s The Second tax registers mutually and against the Czech Republic’s contemporary land register.
