Public service as an activation tool for the long term unemployed

Abstract:

Tato bakalářská práce se zabývá institutem veřejné služby. Cílem práce není pouze seznámit čtenáře s tímto institutem, ale také popsat vývoj tohoto institutu z hlediska změn vztahujících se ke klientovi, způsobu administrativy a změn v poskytování dávek pomoci v hmotné nouzi. Dalším cílem je také odhalit názor a postoj sociálních pracovníků k veřejné službě, jejím cílům a účinnosti. V práci jsou vymezena teoretická východiska jako dlouhodobá nezaměstannost, aktivizace, workfare model a model sociálního začlenění. V rámci této práce byl realizován výzkum na úřadech práce. Pro realizaci analýzy byl použit kvalitativní výzkum, který probíhal prostřednictvím polostrukturovaných rozhovorů, z nichž vyplynulo, že institut veřejné služby fungoval v různých obdobích naprosto odlišným způsobem. Ze získaných dat vyplynuly zjevné rozdíly nejen v cílech, ale i v celkovém fungování tohoto institutu v období do roku 2011 a od roku 2012. Z výsledků tohoto výzkumu dále vyplývá, že o veřejnou službu je dle respondentů nulový zájem, neboť klienti mají možnost využít například veřejně prospěšné práce, popřídadě jsou nelegálně zaměstnáni.

Abstract:

This bachelor thesis deals with the Institute of Public Service. The aim of the work is not only to inform the reader with this institute but also to describe the development of this institute in terms of changes related to the client, the way of administration and changes in the provision of benefits in material need. Another goal is to reveal the attitude and attitude of social workers towards the public service, its goals and effectiveness. The theoretical starting points are defined as long-term unemployment, activation, workfare model and model of social inclusion. In this work, research was carried out at the Labor Offices. To perform the analysis, I used qualitative research, which was conducted through semi-structured interviews, which showed that the public service institute had operated in different periods in a completely different way. The data gathered revealed obvious differences not only in the objectives but also in the overall functioning of this institute in the period up to 2011 and 2012. The results of this research also show that the public service is of zero interest according to the respondents, public service work, and they are illegally employed.
