Abstract:

Diplomová práce se věnuje právním a ekonomickým aspektům institutu péče řádného hospodáře z pohledu obecní samosprávy. Diplomová práce je rozdělena na část teoretickou a část praktickou. Teoretická část práce se zabývá deskripcí vztahující se k vymezení základních pojmů a souvislostí, zejména je kladen důraz na objasnění pojmu „péče řádného hospodáře“. Rovněž je zde vymezena a analyzována příslušná právní úprava, zejména pak zákon o obcích a zákon o finanční kontrole ve veřejné správě. V praktické části diplomové práce je již popsána a analyzována situace v konkrétní obci, resp. městské části. Cílem práce je zhodnotit institut péče řádného hospodáře, a to jak z pohledu samotné legislativy, tak z pohledu vybraných obcí, resp. vybraných městských částí města Brna, v návaznosti na samotné financování a hospodaření.

Abstract:

The diploma thesis is devoted to the legal and economic aspects of the institution of regular householder care from the point of view of municipal self-government. The thesis is divided into a theoretical part and a practical part. The theoretical part of the work deals with the description related to the definition of basic concepts and contexts, in particular the emphasis is placed on clarifying the concept of "care of a proper householder". The relevant legislation is also defined and analyzed here, especially the Act on Municipalities and the Act on Financial Control in Public Administration. In the practical part of the diploma thesis, the situation in a specific municipality is already described and analyzed, respectively. city districts. The aim of the work is to evaluate the institution of care of a proper householder, both from the point of view of the legislation itself and from the point of view of selected municipalities, respectively. of selected urban areas of the city of Brno, in connection with the financing and management itself.
