Comparison of Chosen Methods of Budgeting at the Municipal Level

Abstract:

Předmětem bakalářské práce je vyhodnocení metody využívané ve vybrané obci. Pomocí odborné literatury je definována veřejná správa, vymezení obcí a jejich působnost. Následně je popsán rozpočet ve všech možných pohledech následován rozpočtovým procesem a rozpočtovou skladbou. V další části je vysvětlen pojem dobré vládnutí. Poté jsou porovnány jednotlivé metody sestavení rozpočtu a zhodnocení stávající metody sestavení rozpočtu vybrané obce. V závěru je provedena analýza dopadů v případě využití jednotlivých metod na rozpočet a hospodaření obce a jsou navrhnuta doporučení.

Abstract:

Subject of bachelor's thesis, "a Comparison of selected methods for the establishment of the budget on the municipal level", is the evaluation of the methods used in the selected village. Using professional literature is defined by the public administration, the demarcation of municipalities and their scope of application. Subsequently is described the budget in all possible views, followed by the budget proces and budget structure. In the next section is explained the concept of good governance. They are then compared to the individual methods of assembly budget. Furthermore, it is evaluated the use of existing methods of assembly of the budget of the selected municipalities. In conclusion is the analysis of the impacts in the case of the use of individual methods on the budget and the management of the municipality and are designed recommendations.
