Marginal areas in the Czech Republic and their evolution in time and space

Abstract:

Tato disertační práce se zabývá problematikou vzniku a vývoje marginálních oblastí na území České republiky. Marginální oblast je definována jako území, které v životě společnosti hraje jen okrajovou roli a není tak příliš atraktivní pro uskutečňování jakýchkoli aktivit obyvatel. Ačkoli teoretický koncept marginální oblasti vychází z teorií regionálního rozvoje, podobně jako teorie hierarchie geografické reality či model jádro-periferie, nelze marginální oblast ztotožnit s periferií, mezi jejíž určující znaky patří geografická odlehlost od center či nižší hodnoty dopravního, ekonomického či lidského potenciálu. Marginální oblast je v této práci definována na základě negativních přírůstků obyvatel ve střednědobém měřítku, definovaném jako 10 let. V teoretické části jsou rozebírány přístupy k tématu nerovnoměrného rozvoje, včetně různého chápání pojmů periferie a marginální oblast. Je zde uvedeno stručné rozdělení a časový vývoj výzkumů na toto téma v závislosti na obecně přijímaných paradigmatech. Širší prostor je pak věnován pracem, zabývajícím se prostorem České republiky. Dále jsou zmíněny vybrané globální fenomény, které významně ovlivňují sociální a ekonomické klima současné společnosti a vytvářejí tak podmínky pro vznik disparit mezi regiony. Teoretickou část pak uzavírá pojednání o současné pozici České republiky v rámci evropského prostoru, v němž dochází k nejintenzivnějším interakcím ekonomické, sociální, politické, kulturní aj. povahy, přičemž pozornost je věnována zejména faktoru geografické polohy a historického vývoje. První část empirického výzkumu se věnuje třem případovým studiím, provedeným v modelových oblastech Novoměstsko, Litenčicko a Pelhřimovsko, přičemž cílem těchto studií bylo odhalit faktory, které utvářely současnou střediskovou strukturu v minulosti a které tedy byly původci marginality některých územních jednotek v těchto modelových oblastech. Modelové oblasti byly vybrány tak, že Novoměstsko reprezentuje horské či podhorské regiony, Litenčicko tradiční zemědělské regiony a Pelhřimovsko regiony s plánovanou hierarchickou sídelní strukturou. Druhá část výzkumu se pak věnuje vymezení marginálních oblastí v celé České republice, a to v několika časových horizontech. Prezentována je analýza faktorů, které v současnosti ovlivňují tento stav či jsou jeho příčinou. Výsledky jsou prezentovány v mapové podobě. Na závěr je uvedeno použití alternativní metody výzkumu marginálních oblastí za pomoci průzkumu cestovního chování obyvatel, které bylo zkušebně zrealizováno v modelových oblastech Litenčicko a Pelhřimovsko, aby doplnilo databázi dat o možných faktorech vzniku těchto oblastí. Prezentovány jsou stávající průkumy v zahraničí, na jejichž základě byla vyvinuta metoda, použitelná pro účely studia nerovnoměrného rozvoje, reflektující subjektivní faktory, podepisující se na percepci atraktivity místa bydliště obyvateli. Celkově je práce ukázkou alternativního přístupu ke studiu vzniku disparit mezi regiony a zaostáváním některých území.

Abstract:

This dissertation deals with the occurrence and development of marginal areas in the Czech Republic. A marginal area is defined as an area which plays only a marginal role in social life, and therefore is not very attractive for executing any activities by the population. Although the theoretical concept of marginal areas is based on the theories of regional development, similar to the theory of the hierarchy of geographical reality or the core-periphery model, the marginal area cannot be considered as an periphery, whose defining features are the geographical remoteness from centres or lower values of transport, economic, and human potential. This dissertation defines the marginal area on the basis of a negative population growth in a medium-term scale defined as 10 years. The theoretical part analyses approaches to the issue of the uneven development, including different perception of the terms of periphery and marginal area. It contains a brief division and time trends of research on this issue on the basis of generally accepted paradigms. Some space is dedicated to works dealing with the area of the Czech Republic. Furthermore, the dissertation specifies selected global phenomena with significant impacts on social and economic environment of the current society which leads to the occurrence of disparities between regions. The theoretical part is concluded by the description of the current position of the Czech Republic in European framework, where the most intensive economic, social, political, and cultural interactions occur. The particular attention is paid to the factors of the geographical position and historical development. The first part of the empirical research focuses on three case studies performed in model Nové Město, Litenčice, and Pelhřimov areas. These studies aimed at finding factors which formed the current central structure in the past and thus helped to initiate the marginality of certain administrative units in these model areas. The model areas were selected in such way that the Nové Město area represents mountainous and submontane areas, the Litenčice area represents traditional agricultural areas, and the Pelhřimov area represents regions with planned hierarchical settlement areas. The other part is dedicated to identifying marginal areas in the Czech Republic in several time horizons. The analysis of factors currently affecting this situation or are the cause of this situation is presented. The results are presented in maps. The end of the work shows the use of an alternative method of researching marginal areas with the use of population mobility behaviour, which was performed in the model Litenčice and Pelhřimov areas, in order to complete a database on potential factors contributing to the occurrence of these areas. The up-to-date foreign research on which basis this method was developed is presented. The method reflects subjective factors affecting the perception of an attractiveness of a place by its inhabitants and can also be used for studying the uneven development. Generally, the method follows an alternative approach towards the study of the occurrence of disparities between regions and marginalisation of some areas.
