The Distribution and Sources of Power in Cyberspace As an Aspect of Global Politics

Abstract:

Cílem této práce je determinace zdrojů a rozložení moci mezi aktéry mezinárodních vztahů v kyberprostoru. Kyberprostor je zde analyzován pomocí modelu Martina C. Libickeho, který ho rozděluje na tři vrstvy, jež mají různé charakteristiky a zásadně rozdílné podmínky pro potenciál a zdroje moci. Předpokladem je, že v kyberprostoru operují stejné skupiny mezinárodních aktérů jako v tradičním mezinárodněpolitickém prostředí, ovšem tito aktéři zde disponují odlišnými zdroji i potenciálem moci. Analyzovanými aktéry jsou státy, mezinárodní organizace, nadnárodní korporace, občanská společnost a zločinecké skupiny. Na základě rešerše a interpretace literatury, konkrétních případů z praxe, dedukce a rozhovorů s odborníky byly určeny zdroje kybermoci u jednotlivých skupin aktérů mezinárodních vztahů, které byly rozřazeny podle metodiky Josepha Nye na zdroje hard power a soft power. Následně byl vytvořen metodický nástroj pro grafické zobrazení rozložení moci jednotlivých skupin aktérů pro každou vrstvu kyberprostoru. Relevantnost získaného teoretického konceptu byla ověřena souhrnnou obsahovou analýzou národní kyberbezpečnostní strategie České republiky, USA, Spojeného království a kyberstrategie Evropské unie. Na závěr byla učiněna syntéza teoretického konceptu se získanými výstupy souhrnné obsahové analýzy. Výsledkem jsou vizuální schémata propojující rozložení zdrojů moci jednotlivých aktérů, a to v každé vrstvě kyberprostoru. Přínosem této práce je prohloubení a rozšíření výzkumu Josepha Nye o nové zdroje moci. Nově je zde vytvořena kategorie mocenská vazba a metoda grafického znázornění rozložení a propojení zdrojů moci. Výsledky této práce mohou přispět k rozšíření současného stavu poznání o moci v kyberprostoru a mohou pomoci při formulaci nových konceptů a metod. Prakticky mohou být využity při formulaci kyberbezpečnostních analýz a strategií.

Abstract:

This work aims to determine the sources and distribution of power among the actors of international relations in cyberspace. The cyberspace is analyzed using the model of cyberspace by Martin C. Libicki, which divides it into three layers that have different characteristics and therefore create fundamentally different conditions for the potential and sources of power. The same groups of international actors are assumed to operate in cyberspace as in the traditional international political environment; however, these actors have different sources and power potential. The analyzed actors comprise of states, international organizations, transnational corporations, civil society, and criminal groups. The sources of cyber power for individual groups of actors in international relations were determined based on research and interpretation of literature, specific cases from the practice, deduction, and interviews with experts. Afterward, they were classified according to Joseph Nye's methodology into sources of hard power and soft power. Subsequently, a methodological tool was created for the graphical display of the power distribution of individual groups of actors for each layer of cyberspace. The relevance of the obtained theoretical concept was verified by a summarizing content analysis of the national cyber security strategy of the Czech Republic, the USA, the United Kingdom, and the cyber strategy of the European Union. In the end, a synthesis of the theoretical concept was made with the obtained outputs of the content analysis leading to visual diagrams connecting the distribution and the sources of power of individual actors in all three layers of cyberspace. The contribution of this work dwells in the deepening and expansion of Joseph Nye's research with new sources of power. The category of power links and the method of graphical representation of the distribution and sources of power were newly created here. The results of this work can contribute to expanding the current state of knowledge in the field of power in cyberspace and can help formulate new concepts and methods in this regard. Practically, the outcome can be used for the formulation of cyber security analyzes and strategies.
